The primary purpose of this position is perform functions as cutting, moving, digging, grading, and rolling earth, sand , stone, and other materials and construct, maintain and repair rigid and flexible pavements, roads, and runways.
Duties
1.Operates one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, or other construction sites.
2. Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces.
3. Maintains, repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt.
4. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
5. Uses and maintains tools and equipment.

- Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments.
- The employee works outside in all kinds of weather frequently exposed to dust and dirt.
- This posn is subject to provisions of the DoD Priority Placement Program
- The work requires the employee to drive a motor vehicle. An appropriate valid driver license is required for the position.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required
- Disclosure of Political Appointments
- The position requires operators to operate tractor and trailer combinations to transport heavy equipment.
- A current valid CLASS "A" CDL license is required by law to operate combination vehicles over 26,000 lbs with a towed unit that weighs over 10,000 lbs "gross vehicle weight" for the position.
- May be required to train and or guide lower graded employees
- Hand, foot, and eye coordination, good depth perception and a high degree of concentration are required in handling and manipulating these controls to perform the work of this position.
- This position requires a physical and medical examination.
- This is a Testing Designated Position. The employee is subject to random drug testing.

- Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
- Selectee may be required to serve a probationary or trial period.
- This position may require travel.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 - Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability to do the work of the position without more than normal supervision.
