This position is within the Information Resource Management Branch of the Oregon/Washington Bureau of Land Management. The incumbent is responsible for providing expertise, supervision, and management of the FOIA, privacy, records, and data/metadata management programs in Oregon/Washington BLM. The location for the position is Fresno, CA

Duties

As the Supv Records & Info Mgmt Specialist (ICTAP/CTAP Only) in this position, you will: Supervises and provides direction and leadership for the OR/WA BLM data administration, FOIA, privacy, and records programs. Responsible for planning, developing, analyzing, evaluating, and administering the FOIA program, to include policy and training. Coordinates responses to FOIA requests As the organization's privacy officer, investigates non-compliance of privacy related issues. Evaluates methods and tools for managing data quality and works with program leads and data stewards to encourage practices that sustain high quality data. This includes understanding and relaying the purpose for the Oregon Data Framework, data standards and metadata to stakeholders. With staff, conducts records reviews and evaluations within the guidelines set by NARA. Keeps current with legislation, proposed regulations or agency guidance concerning the FOIA and records programs for projected impact on the organization's programs, services, and resources. Collaborate with national BLM entities and the solicitor's office to improve the Bureau's records and FOIA programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-13: Applicants must possess have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following duties: (1) working with spatial and non-spatial data development and identifying data standards (2) experience with the policies, procedures, directives and instructions concerning records management issues such as NARA records management procedures and guidance; the General Records Schedule; and assisting with the modernizing of records by transitioning paper records to electronic records; (3) experience as a Privacy/FOIA officer working independently with little supervision, formulating policy, ensuring compliance with federal and state laws. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
