About the Position: Serves as a Training Specialist for the USACE Learning Center under the general supervision of the Branch Chief. Serves as a Course Manager within multiple assigned PROSPECT functional programs, managing the programming, planning, development, coordination, and implementation of PROSPECT courses.
Duties
Project and manage the training resources (i.e., instructional services, materials, equipment, and facilities) required for implementation of assigned courses.
Determine present and future professional, managerial, and other training requirements determined by policy initiatives of government administration.
Design instructional course and materials for PROSPECT courses with the assistance of technical Subject Matter Experts (SMEs)
Facilitate the development of task analysis data, learning objectives, schedules of instruction, lesson plans, and audiovisual aids, course manuals, handouts, pretests, posttests, and other course materials.
Prepare Performance Work Statements (PWS)/Statements of Work (SOW), which specify contractor requirements in the development of course, materials, and performance of instruction services.
Monitor and evaluate the contractor’s performance to ensure that milestones are accomplished, and that training documentation, devices, and philosophy are adequate from both an educational and technical standpoint.
Evaluate course sessions to ensure that course learning objectives are met.
Review and analyze evaluations data in order to improve course objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to TDY (travel away from permanent duty station) up to 20% of the time.

Specialized Experience: One year of specialized experience includes providing advice regarding the objectives of training programs; provide guidance concerning training needs, design and presentation of training, and the evaluation and results of training impact. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in Education or a subject area related to the position to be filled, such as, Training, Business.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
