The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

We encourage you to read the entire announcement prior to submitting your application. Provide oversight and leadership in the planning, development, and implementation of programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Lead, oversee, plan, and develop the implementation of information safeguarding and compliance activities and programs that coordinate and integrate the competing requirements and priorities of multiple stakeholders. Provide leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for NCTC and ODNI leadership, senior policymakers, IC members, external oversight entities, and other intelligence consumers in a manner that meets their specified requirements. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Oversee a team of contract personnel, in coordination with the COTR, to ensure timely thorough completion of deliverables and adherence to statement of work. Continually expand personal expertise with regard to the development and implement of data safeguarding and information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the National Counterterrorism Center, the Office of the Director of National Intelligence (ODNI), the IC, and other U.S. Government agencies.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Extensive knowledge of information sharing theory, policies, procedures, and technologies, as well as detailed knowledge of how to develop and facilitate the implementation of those mechanisms. Excellent demonstrated analytic and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop alternatives, and evaluate outcomes against goals and objectives. Demonstrated ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments. Demonstrated ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust. Interpersonal, organizational, and problem-solving skills, including ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building. Excellent oral and written communication skills, including demonstrated ability to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents, and draft accurate and detailed written products documenting interview and analysis, and to communicate effectively with audiences of all levels. Exercise independent priorities and plan research and other projects; establish project goals. Demonstrated ability to identify emerging information sharing trends and issues, as well as the demonstrated ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs. Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements: Experience working with IC element Attorney General Guidelines and/or U.S. person procedures. Experience working in a NCTC mission component.
