You will serve as the Assistant Facilities Division Head in the Corporate Operations Department of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will be accountable for broad and varied assignments to plan, program and manage all activities associated with facilities maintenance, management, and support services to the Command. You will direct operations that support over 1,900 military, civilian, and contract employees, including developing Command-wide physical plant repair and building support plans; and Division goals consistent with Command policy, mission, and vision. You will promulgate SWRMC facilities support service policies, and procedures, and provide specific direction for defining and implementing policies supporting and addressing the Naval Base San Diego level policies, procedures, and requirements. You will establish necessary standards for new or revised command support services criteria for implementation. You will assess the impact and make recommendations on substantive developments impacting command support, programs and policies as well as support of other departments, or government agencies and contractors. You will assist with the formulation, management, and execution of Command level facilities support budget in excess of $5.5 million dollars including, but are not limited to, submission and management of allocations. You will manage the Facilities Funding Line of the budget from all departments. You will determine requirements for overtime and submit overtime requests to support commitments and closely monitor the administration of the Zero-Based Budget (ZBB) for fiscal year expenditure. You will direct and assist in the development of policies and procedures to ensure that physical plant standards are maintained for all SWRMC assets, including repair equipment. You will prepare support plan for host 2-year plan that includes projects and renovations. You will convene regular meetings with managers and supervisors for the purpose of ascertaining and discussing status of work in progress and plans for induction of new tasks. You will exercise direction, supervision, and technical control over the division workforce directly and through subordinate supervisors, work leaders, and group coordinators, including military subordinates. You will administer and schedule leave; prepare, review, and revise position descriptions; restructure personnel assignments or management functions to meet workload changes. You will give advice, counsel, and instruction to employees, on work and administrative matters; identify training needs; evaluate and interview candidates for vacancies; develop performance standards. You will review work and rating performance of civilian subordinates; recommend personnel actions; resolve complaints within the division; recommend and effect disciplinary actions; and ensure adherence to command policies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning facilities operations related to maintenance, repair, and support services by monitoring and analyzing budget expenditures and project productivity in order to recommend improved processes and ensure regulatory compliance.
