The Supervisory Public Affairs Specialist (Outreach Coordinator) is organizationally assigned to the Director, VA Health Care System, Iowa City, Iowa, and will serve as the primary spokesperson for the Health Care System, representing the Health Care System Director and responding to local and regional inquiries, interpreting nation VA Policy and events, and evaluating their impact locally, and communicating externally with the full range of Agency stakeholders.
Duties
Duties include, but may not be limited to the following:
Performs work related to public affairs activities such as coordinating media interviews, developing communications plans, coordinating agency information programs, etc.
Organizes and coordinates all print and broadcast media interviews with key regional officials, and oversees all arrangements with the media involving agency activities.
Provides photographs, tapes, publications and other materials as requested.
Develops and implements communication plans supporting many cross-media outreach activities such as pollution prevention, strategic planning, multimedia enforcement and environmental education.
Provides expert advice as programs develop communication plans.
Recommends approaches, specific topics or aspects to be emphasized, the most effective media to use for intended audience.
Evaluates impact and effectiveness of communication plans and advises management if efforts should be discontinued, emphasis changed, or coverage expanded in improving intercommunication between agency and various audiences.
Serves as a key communication advisor to other Regional counterparts.
Leads team(s) in development/implementation of Public Affairs program strategies for highly visible agency programs.
Manages/implements regional Environmental Education Program.
Coordinates regional public affairs programs involving international activities.
Conducts briefings and public meetings on controversial subjects in the absence of high-level officials.
Work Schedule: Monday - Friday 07:30am - 4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: applying advanced communication and analytical practices, methods and techniques to the solution of complex public affairs problems; planning, developing, and producing a variety of materials and publications (including print, visual, Web-based, multimedia, and video materials) to achieve understanding of various points of view or concepts; advising leadership on the development of communication plans and strategies; establishing and maintaining effective working relationships with local media representatives and community groups; and coordinating and implementing special events, ceremonies, outreach campaigns, tours, and other activities to
generate public awareness of organization's mission.
