You will serve as a Purchasing Agent in the Contracts Division, Regional Contracting Department of NAVSUP FLC PEARL HARBOR.
Duties
You will analyze purchase request for adequate purchase descriptions and proper authorization of funding, and special approvals when applicable, to ensure requirements are in compliance with current procurement laws and regulations.
You will determine method of solicitation and establishes reasonable pricing based on type of requirement, urgency of need and knowledge of commodity.
You will provide written data/documentation with explanation for rejecting purchase requests and advises customer of required corrective action.
You will review requirements that have been entered into PD2 and MAT system to ensure the accuracy of requisitions, proper procedures are followed, and supporting documents such as propriety statement, urgency impact or certification are attached.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position requires occasional travel.
Qualifications
Your resume must demonstrate at least one year of specialized purchasing experience equivalent to the next lower grade level GS-06 or pay band in the federal service or equivalent experience in the private or public sector purchasing supplies and services utilizing simplified acquisition and commercial procedures up to the Simplified Acquisition Threshold. You are familiar with the pre-award, award and post award stages of purchases. You have experience demonstrating a basic knowledge of price analysis techniques used to support reasonable pricing determinations, and referring problems not covered by the supervisor's instructions or guides to the supervisor for help or a decision. You have the ability to communicate well both orally and in writing. Examples of specialized experience may include: 1) Preparing accurate and complete contract documents, ensuring the appropriate clauses and special provisions are incorporated, and reports are completed when required; 2) Analyzing purchase requests for adequate purchase description and proper authorization of funding, and special approval; and 3) Utilizing automated procurement systems to input, extract, correct, and verify contract data.
