About the Position: Serves as the Chicago District Value Officer (DVO) and Specifications Manager responsible for leading the VE program and managing specifications support for all LRC contracts.
Duties
Provide yearly plan for Value Engineering program outlook, guide a team to produce project specific plans within the program, and maintain database of information used to report program status upward.
Coordinate studies being conducted by Architect-Engineer (A-E) firms, other districts, or in-house elements.
Plan, organize, direct, appraise, control, report, and establishes goals for the value engineering program in accordance with regulatory controls and directives.
Promote a unified team effort among District organizational elements in the value engineering change program.
Form and lead teams of engineers, architects, and others engaged in the performance of value engineering studies.
Coordinate with engineers to prepare specifications for environmental, civil, structural, electrical, and mechanical features of projects.
Develop and prepare specifications covering a variety of different types of civil works and military engineering projects.
Prepare, adapt, and tailor each specification to the needs of specifications covering building design.
Coordinate with the Contracting Office in the preparation of Special Provisions of specifications and bidding schedules.
Participate in developing scope of work for Architect-Engineers (A-E) performing work for the District.
Review complete specifications prepared by A-E for civil works construction projects.
Serve as consultant to District employee value engineering teams and contractors on techniques of value engineering. Analyzes and provides feedback for the Division.
Coordinate value engineering studies being conducted by Architect-Engineer (A-E) firms, other districts, or in-house elements.
Establish procedures by which value engineering is to be accomplished in various activities.
Monitor and expedite the value engineering projects under study by individuals or teams and coordinates recommendations as to final action based on results of studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Apprentice in Value Management (AVM) through SAVE International - Value Engineering.
Qualifications

Specialized Experience GS-12: One year experience equivalent to at least the GS-11 grade level in the Federal Service which includes performing as a Value Engineering Officer (VEO), exercises responsibility for guidance, direction, execution, and ongoing evaluation of the value engineering programs; using experience to evaluate complex and diverse engineering activities through application of value engineering techniques that enhance project function and reduce life-cycle project costs; performing special assessments; and leading teams of engineers, architects, and others in the performance of value engineering studies to develop cost models.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
