The primary purpose of this position is to serve as a firefighter assigned to a crew engaged in structural firefighting and rescue operations and assist in reducing and/or eliminating potential fire hazards.
Duties
Perform structural firefighting duties on a large installation with predominantly large multistoried buildings and congested industrial/storage and distribution areas.
Perform rescue of personnel and a variety of first aid measuresto alleviate further injury and prepare the victim(s) for transport to a medical facility.
Perform structural firefighting duties at a research activity engaged in the production and testing of experimental fuels, explosives, gases, or other chemicals and materials which are capable of producing extensive and hazardous toxicological, biological, or radiological products.
Use direct pressure and/or tourniquets to stop bleeding, checks windpipe for obstructions, performs CPR, and/or provides other appropriate assistance.
Engage in hazardous materials containment and control as a first responder.

- Must be able to lift and move heavy objects, such as charged fire hoses, fire extinguishers, equipment, and incapacitated persons; and climb ladders and work at various heights. The work requires above average agility and dexterity.

- Must be able to wear protective clothing, such as encapsulated suits weighing 50 - 60 pounds. Must satisfactorily complete a pre-employment physical before entrance on duty, unless otherwise exempt.
- Employee must participate in a mandatory physical fitness program
- Employee is required to use all safety equipment and clothing provided by management. The employee is required to work a 72-hour week on a 48 hour on/48 hour off basis which includes weekends and holidays. May be subject to recall.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.

- May be required to work the Fire Alarm and Communications Center (FACC). May be required to participate on Hazardous Materials Teams (HAZMAT).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for 0081, Fire Protection & Prevention.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-04 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.

EDUCATION: Successful completion of a 4-year course of study in an accredited college or university with major study in Fire Science, Fire Training, or other related fields of study is qualifying for GS-5.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION. FAILURE TO SUBMIT YOUR TRANSCRIPT WILL RESULT IN AN INELIGIBLE RATING.
In addition to meeting the qualification requirements above, applicants must possess all nationally recognized firefighter certifications identified below before the entrance on duty date:
Firefighter II (includes Firefighter I), HAZMAT Awareness, and HAZMAT Operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic hazardous materials emergency response procedures, equipment, and identification.
Knowledge of basic and specialized building design, construction, and occupancy.
Knowledge of emergency first aid techniques and safety requirements as outlined in applicable safety standards, regulations, and/or technical orders.
Skill in operating communications equipment.
Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
