These positions are located within the Intermountain Region. One position is the Green River District Ranger overseeing the Visitor & Resource Protection Division on the Utah side of Dinosaur National Monument at Jensen, UT. One position is located in Grand Teton National Park in the Division of Visitor & Resource Protection reporting directly to Colter Bay District Ranger at Colter Bay, WY.

Duties

Major Duties: Supervise and lead complex law enforcement, all hazard, and search and rescue operations, as well as provide emergency medical services to park visitors and residents. Directly supervise permanent and seasonal staff. Participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Set work goals prioritizing safety, utilize effective risk management principles, and ensure all employees receive required training. Conduct and supervise the detection of criminal activity, investigation of criminal violations, and affect custodial arrests in the monument. Identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration and evaluation of operations. Work collaboratively with local and state agencies, partners, and internally with other park programs. Physical Demands: Work requires considerable physical exertion including longer periods of standing, walking, hiking, climbing in rough terrain, lifting or carrying equipment weighing over 50 pounds; the position at Dinosaur may include rowing oar-framed inflatable rafts through rapids up to class IV+ whitewater. Strenuous exertion is required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Because of unpredictable emergency demands employee must be able to operate safely and effectively in extreme environmental conditions, sometimes for several days, in mountainous, desert and river valley terrain. Working Conditions: Some work is performed in an office setting; most of the work is performed outdoors. Work is performed at various hours of the day and night and for prolonged periods during emergencies. Frequently exposed to high risk and potential danger in law enforcement and emergency types of situations requiring use of a wide range of personal protective gear (some of which may be uncomfortable, hot, or inconvenient to wear), adherence to safety procedures, and other precautions. Patrol and emergency response operations may require prolonged exposure to hazardous conditions, high-risk situations and/or expose the employee to dangerous persons requiring use of a wide range of personal protective gear. Communications may be poor. Emergency law enforcement operations require entry into hazardous environments; exposure to dangerous persons, animals, and substances; and potential exposure to infectious diseases. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). Qualifications

All qualifications must be met by the closing date of this announcement-05/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Selective Factors: Applicants must meet ALL of the following to qualify: National Park Service Type I Law Enforcement Commission: Must currently possess or previously held (within the past three years), a National Park Service (NPS) Type I Law Enforcement Commission. This is required at the time of application. National Registry Emergency Medical Certification: The position supporting Dinosaur National Monument requiresa current National Registry certification at the Emergency Medical Responder (EMR) level or higher (i.e. Emergency Medical Technician (EMT), Advanced EMT, Parkmedic or Paramedic) at time of application. The position supporting Grand Teton National Park requires a current National Registry certification at the Emergency Medical Technician (EMT) level or higher (i.e. Advanced EMT, Parkmedic or Paramedic) at time of application. Previous Law Enforcement Experience: Prior law enforcement experience, gained by substantial service as a primary law enforcement position in the Federal government, or equivalent experience outside the Federal government, is a mandatory prerequisite/selective factor of this position. - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include but are not limited to the following: (1) performing law enforcement duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources; (2) providing law enforcement or investigative services which include apprehending, detaining, detection, and prosecution of individuals; (3) applying knowledge of applicable laws, regulations, policies, and areas of jurisdiction when serving as a person with law enforcement authority; (4) responding to accidents, emergencies, and/or natural disaster; (5) using precautionary methods and techniques while patrolling to mitigate any crimes or violations of the law. You must include hours worked per week in your resume. -OR- EDUCATION: Successful completion of at least three full academic years of progressively higher level graduate education OR complete a Ph. D. or equivalent doctoral degree related to this position (Major study -- natural resource management, natural science, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled). You must include a copy of your transcripts. -OR- COMBINED EXPERIENCE AND EDUCATION: For example, 6 months of specialized experience (50%) as described above, plus two and a half years or 45 semester hours of related graduate education (50%), which total 100% of the specialized experience and educational requirements. NOTE: Only graduate education in excess of the first 2 years or 36 graduate hours is creditable in meeting this requirement. To determine the education percentage, first take the number of semester hours earned towards a graduate degree in excess of 36 semester hours (or equivalent), then divide by 18 semester hours (or equivalent). You must include a copy of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Fitness Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Law Enforcement Commission: This position requires applicants to possess a valid Type I level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training at the Federal Law Enforcement Training Center (FLETC).
