This position is located within the Nashville Area Indian Health Service (IHS) and reports to the Director of Field Operations within the Nashville Area Office. The purpose of this position is to provide the services of a Chief Executive Officer (CEO) for the Health Centers by maintaining accreditation, interfacing with the Tribal entities to accomplish the IHS mission to raise the physical, mental, social and spiritual health of American Indians and Alaska natives.

Duties

Incumbent has the responsibility and full accountability for managing all activities within the service unit's health care delivery system; Incumbent establishes and maintains systems to assure that facilities meet or exceed internal and external quality standards; Provides overall leadership and direction for all professional and support staff within the service unit; Responsible for the preparation and presentation of budgets, operational plans and progress reports required to meet management objectives set in place by higher organization levels; Responsible for the planning program implementation, administrative management of clinical and administrative services and allied health services; Provides leadership in preparation of budgets and allocation of funds for the Services they are accountable for, based on studies of costs, review of budget estimates, familiarity with operating procedures based on discussions with Service Chiefs/Service Line Managers; Meets with local elected officials, tribal representatives, and officials of affiliated academic institutions to promote an understanding of the Service Center's mission and create channels for effective cooperation and collaboration; Develops detailed plans, goals, and objectives for long-range implementation and administration of programs and includes criteria for evaluating the effectiveness; Develops long-range program plans, goals, objectives and milestones or evaluates the effectiveness of programs conducted throughout the service unit; Other duties as assigned

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirement: Specialized Experience: I have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Supervising and coordinating the clinical functions of a health care department, such as, but not limited to an ambulatory care clinic, ambulatory pharmacy, nursing, a specialty clinic such as audiology or optometry, ambulatory laboratory or ambulatory radiology. Your experience must have included day-to-day oversight of various clinical and administrative functions which act in concert to provide health services in an efficient and coordinated fashion. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
