The Tibor Rubin VA Medical Center is currently in search of one (1) Supervisory Diagnostic Radiologic Technologist (Radiology Administrator). The Supervisory DRT (Radiology Administrator) plans and directs the technical and administrative operations of multiple radiology programs to include Diagnostic Radiology, Interventional Radiology, and Nuclear Medicine programs.
Duties
Responsibilities include oversight of business operations and planning for significantly complex medical centers. Responsibilities also include oversight of multiple complex imaging services and providing annual budget information; monitoring expenditures; identifying variances; and recommending corrective actions. The incumbent is responsible for overseeing and monitoring progress toward implementing healthcare group strategic goals and objectives. The incumbent assists the Service Chief with the development, implementation, maintenance, and enforcement of departmental programs, policies, procedures, and protocols. The incumbent ensures and maintains required documentation for compliance with safety, environmental and infection control standards, and with local, state, and federal regulations.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable].Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education: Individuals must have successfully completed a program in therapeutic radiologic technology, evidenced by a certificate or an associate's or higher degree accredited by the Joint Review Committee on Education in Radiologic Technology or other accrediting bodies recognized by the U.S. Department of Education (ED) and the subsequent completion of a 12-month ED accrediting body-approved program in therapeutic radiologic technology.
English Language Proficiency: Supervisory DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
GS-12
Grade Determinations:
Experience. At least one year of experience equivalent to the next lower grade GS-11 level directly related to the position being filled that demonstrates the clinical competencies described at that level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Supervisory DRTs at this grade level may be appointed to one of the following assignments:
Supervisory DRT (Radiology Administrator). The Supervisory DRT (Radiology Administrator) plans and directs the technical and administrative operations of multiple radiology programs to include Diagnostic Radiology, Interventional Radiology, and Nuclear Medicine programs. The Supervisory DRT (Radiology Administrator) possesses full supervisory responsibility for a large staff of subordinate personnel, including at least one subordinate team leader or supervisor at the GS-12 level, and may include clerical and administrative support personnel responsible for PACS and orders management. The candidate must demonstrate all of the following technical KSAs:
Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
Ability to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.
Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.

The full performance level of this vacancy is GS-12.
Physical Requirements: Physical demands are usually moderate: Lifting objects up to 40 pounds, moving specialized equipment and assisting patients from gurney or wheelchair to a procedure or scan table. Occasionally, the technician assists with moving large patients, but this is done with the assistance of other personnel, or the use of patient lifts, or other safe patient handling equipment to minimize danger to employee and the patient.
