This position is located within the Visitor and Resource Protection Division at Flagstaff Area National Monuments (Walnut Canyon, Sunset Crater Volcano and Wupatki) and Montezuma Castle/Tuzigoot National Monuments (MOCA/TUZI). FLAG and MOCA/TUZI have entered into a combined Visitor and Resource Protection Division organization.

Duties

This position is duty stationed in Camp Verde, AZ and serves as the GS11 District Ranger/Supervisor, over Montezuma Castle and Tuzigoot N.M. and reports directly to the SLEO and will be the primary contact & work directly with the MOCA/TUZI Superintendent. This position will directly supervise a GL09 Protection Ranger as well as any seasonal and volunteer staff within VRP division. Home to work vehicle may be authorized if incumbent resides within 20-minute response time. As such, the incumbent and his/her staff are responsible for performing a full range of law enforcement duties as federal officers including detection, investigation, apprehension, detention and prosecution under provisions of applicable laws, rules, regulation enacted to insure the protection and safe use of park resources. The primary duty of this position is to manage and conduct enforcement of the criminal laws of the United States through investigation, apprehension, education, and detention of individuals suspected or convicted of violating these laws. Appropriate enforcement to protect park natural, cultural, historical and human resources constitutes the basic reason for the existence of this position, occupies a substantial portion of the incumbent's working time, and is assigned on a regular and recurring basis. Program Management Provides supervision and oversight to the visitor and resource protection program. Works with Monument Superintendent and SLEO staff to develop a long-term vision for Division operations and annual Work Plans for direct reports. Incumbent has primary responsibility for drafting, submitting for approval and executing annual operating budget. Incumbent has the primary reasonability to work with all local law enforcement, fire and SAR agency representatives and maintain a mutual working relationship. As well as draft, develop and submit for approval all agreements between agencies. Incumbent will maintain all local VRP SOPs and plans for MOCA/TUZI, including Physical Security, Fire Management, Monuments Compendium, Emergency Occupant Plan and Continuity of Operations Plan. . Human Resource Management/ Supervision Responsible for the full range of human resource management activities for staff. Evaluates employee work performance based on compliance with position descriptions and performance standards. Advises and makes recommendations to SLEO on employee promotions, temporary assignments, awards, disciplinary actions and separations. Responsible for developing employee training and development plans for subordinate employees and division. Develops and implements training plans to meet short-term and long-term individual and operational goals. Investigates and responds to citizen complaints alleging non-compliance with policies, regulations, and law. Division staff are involved in a very broad range of visitor and resource protection functions, operating in often remote and harsh environments. Human resource management is complicated by the intensity of park related issues, completing interests, high intensity emergency service work often involving risks to human life, constitutional and civil rights, round-the-clock operations, remote living conditions and the management of many unanticipated events. Visitor and Resource Protection Directs and supervises active and creative patrol, through a variety of methods, of all areas of responsibility. Responsible for the active enforcement of all applicable federal and state laws and regulations within the scope of legal jurisdiction. Analyzes law enforcement situations and makes or coordinates felony and misdemeanor arrests, issues citations, serves warrants, and issues written and verbal warnings as situations dictate. Appears' in U.S. magistrate and U.S. District Court, and before federal and state Grand Juries as required. Responsible for coordinating and conducting full scale investigations of crimes and offenses against the United States and prepares criminal prosecutions. Investigates crimes and accidents, interviews witnesses and interrogates suspects, and prepares appropriate reports and legal documents. Monitors and enforces the terms of numerous special use permits in area of responsibility. Ensures an active program of monitoring impacts to natural and cultural resources in area of responsibility from visitor use and/or illegal activity. Works with other staff specialist to design and implement rehabilitation programs as appropriate. Incumbent is responsible for ensuring a high level of emergency preparedness and response capability in emergency medical services, search and rescue, preventive search & rescue and wildland fire operations, and all-risk incident management, to include mass-casualty, ground and air transport accidents and any complex special events. Is responsible for managing any active and on-going search and rescue incidents.

Qualifications

All qualifications must be met by the closing date of this announcement-05/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Selective Factors: Applicants must meet ALL of the following to qualify: Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent, by 05/10/2024. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification within first year of employment. - AND -Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: Performing law enforcement or investigative duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas, which involve the application of law enforcement authorities and procedures to protect visitors and resources, as well as serve as a first-line supervisor of as designated primary law enforcement positions; directs a complex field patrol operation, leading or supervising a multi-faceted program involving resource protection and visitor management activities including search and rescue, law enforcement, and emergency medical services. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Requirements continued: Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 05/10/2024 a valid Type I level National Park Service (NPS) Law Enforcement Commission (or equivalent).

To be eligible for a Type I commission, candidates must complete an approved basic training, Ranger Specific Basic Training Program (RSBTP), and an NPS Field Training and Evaluation Program (FTEP). Approved basic training programs for a Type I commission include:
- Land Management Police Training (LMPT) and predecessors.
- National Park Ranger Integrated (NPRI).
- U.S. Park Police Integrated (USPPI).
- BIA Basic Police Officer Training Program (BIA-BPOTP).
- Uniformed Police Training Program (UPTP) and predecessor Mixed Basic Training Program with DCOP approval.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause).
