The position is in the Laboratory Approval & Testing Division (LATD), Science and Technology Program (S&T). Working under the Division Director, the incumbent serves as a Supervisory Program Analyst, responsible for managing the data flow in LATD and overseeing the innovation and improvement of data management tools and processes that support the efficient operation of the Division.

Duties

The duties may include, but are not limited to: Works with the LATD Director and Science and Technology management team in formulating and defining policies and program objectives for the Division as they relate to innovation of processes and data management. Evaluates specific needs of the Division operations and assesses available technology or innovations to recommend new approaches that could add efficiencies or improve the quality of services. Determines the functionality of unique organizational structures and provides necessary and appropriate coordination among key participants for the long-range planning and development. Assigns and reviews the work of staff to ensure timely performance, soundness, and value. Handles any employee conduct matters or complaints that arise. With approval of higher level management, issues formal warnings and reprimands as necessary. Conducts on-going evaluations of the Division operations for adherence to proper techniques, methods, and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Administering data management systems and system infrastructure. Collecting, analyzing, curating, and organizing data; identifying and visualizing trends and making recommendations that benefit a major segment of the organization's operations. Developing and automating reports using tools such as Python, Tableau, and Microsoft 365 applications and using those tools to create new process efficiencies and innovations. Use findings of specialized studies, new technological developments, and modified processes to resolve novel, obscure, or highly controversial problems that affect the Program area. Perform assignments that involve initiating, formulating, and planning, as well as executing specialized projects. Plan innovative projects that require making significant departures from previous approaches and modify established protocols and procedures in response to observed benefits. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
