About the Position: This position is located at the Forensic Toxicology Drug Testing Laboratory in Fort Meade, Maryland.

Duties

Develop internal laboratory quality assurance procedures for new tests as they are introduced into the laboratory and modify existing quality assurance procedures as requirements change. Assess data needed, design data collection procedures, identify parameters and determine acceptable ranges for each parameter. Implement and maintain of a comprehensive laboratory quality assurance program that monitors all aspects of specimen and analysis. Establish and monitor subordinate performance standards, counsel employees as required, evaluate performance and takes appropriate performance-based action as appropriate. Coach and mentor subordinates, identifies training and developmental needs of subordinates and provides or arranges for needed training. Analyze the proficiency testing results for possible trends and/or deviations from the standard.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • One year trial/probationary period may be required.
  • Incumbent must obtain and maintain certification as a FTDTL Positive Laboratory Certifying Official within six months of hiring.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft 5% (Overnight travel and temporary duty assignments will be coordinated in advance).
  • Incumbent is required to submit a Financial Disclosure Statement, SF-278, (5CFR Part 2634, Subpart B USOGE, 11/04), Executive Branch Personnel Public Financial Disclosure Report upon entering the position and annually.
  • Incumbent must have prior experience in a Quality Assurance position at an accredited laboratory (CAP, CLIA, DDRP/AFMES, HHS/SAMHSA, etc.

Specialized Experience: one year of specialized experience equivalent to the GS-12 grade level in the Federal service in a Quality Assurance position at an accredited laboratory which includes: 1) Implementing and maintaining a comprehensive laboratory quality assurance program that monitors all aspects of specimen and analysis to include: accessioning, screening by immunological assays, drug/metabolite extraction and derivitization, analysis by gas chromatography/mass spectrometry (GC/MS), liquid chromatography/mass spectrometry, multi-level data review, result reporting, security, safety and litigation support; 2) Developing internal laboratory quality assurance procedures for new tests as they are introduced into the laboratory and modifying existing quality assurance procedures as requirements change; 3) Working with each section in establishing quality assurance indicators and then regularly reporting on compliance, monitoring parameters such as error rates, turnaround times, volume of backlogs and accuracy of work produced. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
