Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management (HRM), Talent Management Directorate, Strategic Partnerships and Communications Division located in Washington, DC.
Duties
In this position you will serve as a program manager and advisor to management on a wide range of qualitative and quantitative methods for assessment of complex management and program processes and systems. This includes communication strategies, materials, and programs that support and promote agency, organizational, and program goals; information systems; and public and congressional liaison.
This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).

In this position duties may include but are not limited to:
Planning and conducting special studies, individually and through team members, providing guidance to managers on HRM functions and operations, and developing and evaluating policies in assigned areas of responsibility such as reports and correspondence to Congress and internal and external other stakeholders.
Providing technical assistance and direct support to leadership, management, and staff in matters relating to the application of planning systems and management programs to meet mission requirements.
Determining goals and objectives, developing measures to evaluate performance, and assuring implementation by subordinate organizations and operating units.
Directing, scheduling, coordinating and participating in resource management reviews to assess progress or resolve problem areas.
Serving as the focal point for issues that affect the HRM and CBP mission.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Planning, organizing and directing team and focus group efforts across organizational lines, including monitoring progress to ensure that realistic objectives and milestones are established.
Effectively communicating, both orally and in writing, and presenting well-considered and solid recommendations for significant program changes.
Organizing and coordinating thorough, systematic, professional efforts to meet complex planning needs and unanticipated requirements and to providing written and oral reports with conclusions, alternatives and recommendations on national policies, projects, or studies.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
