About the Position: This position is with the U.S. Army Corps of Engineers, Rock Island District, located in Rock Island, IL. This is a temporary appointment. The initial appointment is not-to-exceed 1-year and may be extended up to a maximum of 3 years without further competition. The work schedule is Intermittent.
Duties
Develop and revise emergency standard operations procedures and checklists.
Coordinate communications, message control, and resources to support emergency operations.
Assist with the development of plans to support emergency preparedness and response activities.
Establish fund accounts for emergency response.
Prepare project cost estimates and priorities based on command guidelines.
Assist in developing, coordinating, and arranging emergency training and exercises.
Maintain computerized databases for emergency planning, analysis, and response.
Perform various office administration functions.
Compile data and update emergency systems to support operations.
Maintain inventories of Emergency Management resources, equipment, and supplies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must have or be able to obtain and maintain a valid state driver's license.
- TDY may include working up to 12 hours daily, 7 days/week; Severe climactic conditions (e.g., heat, humidity, cold, wet); Working on slippery, uneven ground; Limited medical assistance; Working and sleeping austere conditions.

To qualify for the GS-09:
Specialized Experience: One year of specialized experience which includes: 1) maintaining computerized databases; 2) planning and carrying out programs to support emergency readiness; 3) creating emergency response plans; 4) implementing upward reporting of critical incidents and emergency activities through collaboration with impacted organizations; 5) managing readiness of teams, supplies and equipment for emergencies; and 6) performing various office administration functions (e.g. credit card purchases, preparing correspondence, and organizing travel).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
