Duties

Serves as the organization’s technical expert for the collection, analysis, and reporting of terrestrial and aquatic resource data. Conveys interpretations and conclusions to a wide range of audiences. Assesses and identifies monitoring and training needs within the organization. Reviews, interprets, develops and oversees implementation of the monitoring framework to allow consistent application into NEPA documents. Assesses monitoring efforts within the organization and provides detailed written status on the consistency, progress, and procedures for upland and riparian vegetative inventory. Integrates and coordinates with other associated resource programs. Coordinates with other associated resource programs, such as soil/water/air, hydrology, range, wildlife, lands, minerals, fire, and vegetation management (e.g. fuels and invasive species). Analyzes natural resource monitoring and assessment data at multiple scales. Accounts for the underlying sampling design and associated statistical assumptions. Conducts statistical analysis of data or adapts use of existing statistical and database management packages to identify efficient and reliable methods of solving problems.

Qualifications

This is an Interdisciplinary position. Applicants must indicate which series they are applying for (0401 or 0408). In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to meeting the education requirement described below, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Advising, developing, implementing, and managing geospatial technological applications, assessments, and projects in support of business activities and special initiatives over a geographic area (e.g., field office, district, state, or region). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position has a positive education requirement which requires you to have a degree, as follows:

GS-0401-Natural Resources Management and Biological Sciences series:
1) EDUCATION: Bachelor's or higher degree with a major in biological sciences, agriculture, natural resource management (with a scientific/biological component), chemistry, or related scientific discipline appropriate to the position.

-OR-

2) COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE: Combination of education and specialized experience with at least 24 semester/36 quarter credits at the bachelor's degree or higher level in the following courses: Biological sciences, agriculture, natural resource management (with a scientific/biological component), chemistry, or related scientific discipline appropriate to the position plus appropriate specialized experience. The combination of the two must equal 100%.

GS-0408-Ecology series:
1) EDUCATION: Bachelor's or higher degree with a major in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. NOTE: These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
