About the Position: Incumbent will serve as a mitigation specialist with the Special Projects and Policy Team in the Regulatory Division. Incumbent will evaluate all levels and types of Department of Army permits; develop and manage general permits and evaluate mitigation bank proposals

Duties

Evaluate all levels and types of Department of Army (DA) permit applications and compliance cases (including those complex and/or controversial in nature) for activities in waters of United States. Conducts or manages the evaluation of complex, controversial, and environmentally sensitive applications and permits for activities or work in waters of the United States. Regularly participates in interagency meetings such as with a State Highway Agency or other applicants with long-range planning needs. Coordinates with appropriate agencies under the Endangered Species Act and the National Historic Preservation Act which is essential to ensure the proposal will not result in an unnecessary impact to a protected resource. Identifies a full range of alternatives which satisfy project goals and may have a lesser adverse impact on Public Interest Review (PIR) factors in accordance with the requirements of the National Environmental Policy Act (NEPA) section 404(b)(1). Assist the Office of Counsel in preparation of litigation reports. Coordinates legal issues with appropriate local, state, and Federal agencies and assist Corps Office of Counsel and the Assistant U.S. District Attorney when requested. Evaluate mitigation bank proposals and work with the Interagency Review Team through those proposals. Review mitigation bank monitoring reports and conduct compliance checks for success criteria for purposes of mitigation credit and financial releases.

Basic Education Requirement: Archeologist, GS-0193 series Environmental Resources Specialist, GS-0401 series Ecologist, GS-0408 series In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-12: One year of specialized experience which includes I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Experience receiving, reviewing, analyzing and evaluating impacts of, and processing Department of Army (DA) permit applications for non-routine, complex, controversial, and/or environmentally sensitive projects; AND 2) Identifying and delineating wetlands while performing habitat and wetland value assessments under the provisions of Section 10 of the Rivers and Harbors Act, Section 404 of the Clean Water Act and other applicable laws; AND 3) Preparing public notices reflecting information pertaining to permit applications; Conducting routine site visits for proposed permit actions and compliance checks; AND 4) Coordinating and negotiating efforts with a variety of professional personnel from other federal, state, and local agencies regarding environmental Impact Statement (EIS) considerations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Biological Field InvestigationEnvironmental Law and Regulatory ComplianceOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
