THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0301-11 AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), Position Description Number T5302P01 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This position is a Title 5 Temporary vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Manages, controls and executes a family readiness and support programs. Manages the coordination and accomplishment of the planning, scope, development, design and direction of the family readiness and support programs. Applies knowledge of management principles, applicable laws, regulations and higher headquarters guidance to family readiness and support programs Provides guidance to leadership in the development and implementation of a family readiness and support program and provides family readiness assistance at the geographical separated units. Analyzes current Family program support for Wing Families and determines where there are gaps in service or support. Where gaps exist, develops and manages programs that support Wing Families. Monitors the success of implemented programs and makes adjustments as needed. Conducts projects and studies using a variety of analytical techniques in order to document needs and concerns in regards to family readiness and well-being. Provides continuous analysis of the effectiveness and efficiency of the products and services by gathering, interpreting, analyzing, and staying abreast of the principles, policies, program goals and methodology of quality of life programs. Provides plans such as long-term family readiness and support plans and resource needs for an efficient resource management program and maximum support of service delivery. Analyzes family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Provides advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization. Provides full services during full or partial federal or state mobilizations, call-ups, and/or military support missions. Provides plans that maximize readiness and support resources for unit family member assistance during day-to-day operations and especially for Aerospace Expeditionary Force (AEF) deployments and full or partial unit mobilizations. Assesses, identifies, and determines family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources. Analyzes ongoing family services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished. Identifies family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Uses formal and informal needs assessment to ensure long term proactive/reactive programs are available. Identifies and categorizes volunteer capabilities, assets and training requirements. Works with the Family Program Director to identify and develop training options to the unit family volunteer community. Enhances and maximizes the volunteer capability to support the program with active volunteer services. Performs other duties as assigned.

Requirements

  • Under a temporary appointment, employment is subject to termination at any time.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.

Qualifications

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized work experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector which includes analyzing family support offered through Service and State programs, identifying shortfalls, and developing, managing, monitoring programs in support of Wing Families; providing guidance to the leadership in the development and implementation of a family readiness and support program and providing family readiness assistance. The specialized experience must also demonstrate your ability to apply analytical techniques to conduct projects and studies to evaluate program effectiveness and efficiency; develop recommendations and present solutions to management; identify methods and resources to provide information about offered programs; create newsletters and maintain a website to distribute information to program users; and improve the volunteer capability to support programs and increase effectiveness.

Education

Substitution of Education for this GS-11 Position: Must possess a PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full- time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. Must possess an appropriate combination of successfully completed post-high school education and specialized experience which is equal to 100% of the stated minimum qualifications. To determine your combination, first compute your experience as a percentage of the experience listed in "A" above; then determine your education as a percentage of the education listed in "B" above; then add the two percentages together. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify.
