The primary purpose of this position is to provide an expert budget/financial manager/supervisor and expert analyst/advisor to develop, direct, and manage the financial management functions of the Air Force Operational Test and Evaluation Center (AFOTEC); determine solutions to budgetary problems in all phases of budget development and administration.

Requirements

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Supervisory position - A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes work involving the direction of a major command level organization that provides direction, staff advice, and assistance to subordinate installations on Congressional actions, OSD/AF strategic objectives, programs concepts, and solutions to financial issues. Decisions, actions, and managerial directions provided by the Comptroller have a direct and substantial impact on the acquisition and test programs supported, as well as the capabilities of the Air Force. Utilizes subordinate supervisors to direct and oversee the work of subordinate organizations; plans work to be accomplished by subordinate organizations, sets and adjusts short-term and/or long-term priorities, and prepares overall plans/schedules for accomplishment of objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to create new budget concepts and procedures to support diverse programmatic requirements and long-range projections of AFOTEC requirements. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or provide comprehensive advice and assistance on difficult matters. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Skill in analysis techniques to quantify performance levels, establish execution trends, forecast requirements, and identify critical problem area. Knowledge and experience in analyzing and interpreting financial data and drawing conclusions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
