THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0525-08 ACCOUNTING TECHNICIAN (TITLE 5), Position Description Number T5151000 in SPMD 152E and is part of the MO United States Property and Fiscal Office.
APPOINTMENT FACTORS: This is an Indefinite-Reimbursable Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive associated with processing actions within accounting systems.
Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments.
Reconciles accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer. Balances all Program Managers’ accounts with the federal database of record.
Performs fact finding, research, and investigations to identify, analyze and recommend solutions regarding fiscal accounting activity.
Analyzes particular facts of fiscal transaction problems/issues; verifies, evaluates, and interprets considerable amounts of data.
Obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
Relies often on experience and judgment rather than guides to fill in gaps, identify sources of information and make working assumptions about what transpired.
Applies many different and unrelated processes and methods associated with fiscal transactions to analyze complex and unusual accounting transactions.
Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries.
Suggests specific changes to state guidelines themselves, development of control mechanisms, additional training for customers, and specific guidance related to the procedural handling of documents and information.
Coordinates with internal/external financial/program management personnel to resolve issues and/or prevent accounting errors.
Uses initiative to guide and inform and persuade individuals who are skeptical or uncooperative, in order to provide information, take corrective action, and provide findings, and/or recommendations/solutions.
Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex fiscal issues/problems regardless of the technical difficulties encountered.
Uses fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record.
Makes independent decisions regarding processes involving unusual circumstances or conditions.
Performs other duties as assigned.
Requirements
- This position is authorized to be filled as long as services are required and funds are available.
- This position is authorized to be filled as long as reimbursable funds are available.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Employment can be terminated with a 30 day notice.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Qualifications
GS-08 SPECIALIZED EXPERIENCE: Must possess one or more years of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to perform fact finding, research, and investigations to address unusual fiscal accounting activity; apply pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate actions for resolution; utilize fiscal accounting and related interfaced systems to manually input or adjust data; compile and verify the accuracy of accounting data to prepare statements, reports, schedules, and analyses.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
