Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of Aviation Services, Aircraft Maintenance Division, in Anchorage, Alaska. At the full performance level GS-13 the major duties of this position include but are not limited to the following: Serves as the lead inspector and point of contact for the Aircraft Maintenance Division. Evaluates maintenance quality control procedures and verifies that all Federal Aviation Administration (FAA) approvals have been obtained and are documented for the aircraft and for any modifications to such aircraft. Conducts periodic scheduled and unscheduled inspections and maintenance to determine continued compliance with regulatory requirements. Responsible for planning and coordinating a team of mechanic inspectors to evaluate the DOI fleet aircraft, contractor aircraft and cooperating federal, state, and local agency aviation operations. Serves as an advisor to management, teammates, internal OAS personnel, Bureaus, vendors, contracting officers, and other government agencies, on a wide range of aviation subjects. Coordinates the team's schedule and make adjustments to ensure timely accomplishment of assigned tasks, changes in work plan/assignments to meet schedule shifts due to the Bureau's flight missions. Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Serves as the Contracting Officers Technical Representative (COTR) and/or subject matter expert for the purchasing of high value assets, many of which are complex and technical in nature. Telework: The Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: GS-12 Grade Level: $98,232-$127,698 per annum GS-13 Grade Level: $116,811-$151,858 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualifications Requirements: To qualify for this position, you must meet the (1) Individual Occupational Requirements; (2) Specialized Experience; (3) Selective Placement Factors for the series to which you are applying. General Requirements for All Aviation Safety Inspector Positions: 1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; 2. Valid State driver's license; 3. Fluency in the English language; 4. No chemical dependencies or drug abuse that could interfere with job performance; and 5. High school diploma or equivalent. Medical Requirements for All Aviation Safety Inspector Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: 1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; 2. Have the ability to hear the conversational voice (hearing aid permitted); and 3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. General Aviation Maintenance Requirements: 1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness; 2. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight; 3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency; 4. Aircraft maintenance work experience within the last 3 years; and 5. FAA Mechanic Certificate with airframe and power plant ratings with Inspectors Authorization. Note: You are required to submit proof of the certificate with your application to be considered. Failure to provide documentation will result in disqualification from consideration for this position. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as: 1) Experience working with piston powered aircraft. 2) Experience maintaining equipment with floats Inspector's Authorization. 3) Experience working in a FAA Certified Repair Station. NOTE: Must meet ALL specialized experience statements To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as: 1) Experience working with piston powered aircraft. 2) Experience maintaining equipment with floats, wheels, skis. 3) Experience working in a FAA Certified Repair Station. 4) Experience with the complexities of procuring aircraft parts as a COR Level-1 or similar certification. 5) Experience managing a calibrated tool program. NOTE: Must meet ALL specialized experience statements. Selective Placement Factor (SPF) Candidates must be able to spend a significant amount of time conducting aircraft and ancillary equipment maintenance, inspections, performing spot investigations, and providing technical support in accident/incident investigations. Inspections, alterations, and/or repairs are made from work stands or ladders. Inspection work requires considerable standing, bending, climbing on aircraft and ladders, walking, stooping, and reaching into restrictive and/or hard to reach spaces. The incumbent frequently lifts parts and equipment that weighs up to 20 pounds, occasionally may lift and carry items that weigh up to 50 pounds. Drug Test Requirement: This position is subject to both pre-employment and random drug testing as a condition of employment. Work Environment: Work is typically performed in a heated hangar on concrete floors, but may be required to work outside in harsh, adverse weather conditions or in the field setting. The incumbent will be exposed to fumes such as jet fuel, diesel, and retardant fumes; exposure to loud noise; and exposure to outside elements such as rain, snow, extreme heat and cold. Ear protection is required when working in and around loud noises.
