This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO), Payor Analysis and Reporting Services Division (PARS), with the incumbent serving as a Cash Management Branch Chief. The CPAC is a regionally consolidated business entity, established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.

The Incumbent serves as a Branch Chief in the Accounting Division responsible for supervising the full range of cash processing functions to include but not limited to:

GS-08 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Examines and performs quality audits of deposits in order to ensure regulatory issues are met.
Plans work, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff in a courteous, tactful, and respectful manner.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
OR,
GS-08 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate level education directly related to the work of a Supervisory Cashier.

Assures the timely accomplishment of work, monitors the status, and makes analytical determinations to maintain established priorities and goals.
Assures that production requirements are fulfilled and distributes and balances the workload among employees in accordance with established work flow or job specialization.
Identifies training and developmental needs of subordinates and provides or arranges the necessary training of subordinates.
Exercises responsibility for the direct support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody and other clerical processing of cash.
Makes recommendations for process improvement in the methods, policies, procedures of cash management operation.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is performed in a normal office environment.
