This position is located in the Veterans Benefits Administration (VBA), Office of Outreach, Transition, and Economic Development (OTED), and reports to the SES Deputy Executive Director of OTED. In this capacity, the incumbent is directly responsible for managing VBA's worldwide outreach and economic development program.

Duties

The incumbent provides leadership guidance to Supervisory Program Analysts, Senior Leads Program Analysts, and other support areas to ensure related program operations are effectively managed and resourced. Additionally, the incumbent is directly responsible for managing VBA' s policy and procedures related to outreach to Veterans and their dependents as well as special emphasis programs and economic development initiatives. The incumbent provides procedural guidance to the field on program oversight for the implementation of and successful execution of outreach programs and services within the oversight of OTED. In this capacity, he/she plans program strategies, develops initiatives, articulates and writes policies/procedures, and directs mission oriented activities related to outreach through a professional staff. Responsibilities include policy oversight for legislatively mandated outreach programs and other Veterans-facing activities. Specific duties include: In concert with the Executive Director and Deputy Executive Director of OTED, develops and implements long and short-range plans for the effective administration of program oversight for VBA's outreach programs, which involve targeted outreach for Service members, Veterans, spouses, survivors, caregivers, dependents, and other internal/external stakeholders. The incumbent also manages human and monetary resources; develops program strategies, policies; procedures; and determines which projects to initiate, terminate, or revise; and determines the need and time to change emphasis in current programs to meet the various modes of communication. The incumbent develops staff goals and objectives for outreach programs and ensures policies and procedures for performing outreach activities across VBA facilities are effectively and timely communicated and implemented to improve the Veteran experience. The incumbent evaluates the effectiveness of outreach activities performed within OTED. To do this, the staff monitors established standards and goals and/or identifies new ones, considers feedback from stakeholders/partners and clients, and determines the soundness of objectives created to achieve these goals. The incumbent also ensures all areas such as budget, travel, and staffing are effectively managed to achieve all goals and objectives for outreach programs. The incumbent ensures effective program oversight for VBA's worldwide outreach, which includes the creation of performance standards, key performance measures, customer service standards, effective data analysis, and other program oversight elements. The incumbent provides staff as needed to assist with site visits and other program reviews designed to monitor the effectiveness of program oversight for VBA's outreach programs. Ensures liaison with field personnel regarding these programs, to ensure consideration of administrative and operational matters, non-precedent situations, inquiries on program manuals and procedural issues, cost reduction proposals, and employee suggestions. The incumbent assists the Deputy Executive Director in defining program requirements and needs based on feedback from stakeholders/partners and clients as well as consideration of socioeconomic factors, technology, surveys, and new legislation on the effectiveness of existing programs and services. The incumbent identifies actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance, or other factors that influence the ability to effectively conduct outreach. Based on analyses and evaluation of these factors, presents conclusions, and recommends appropriate changes to senior management to ensure efficiency, economy, and balance in the development and execution of outreach. Makes recommendations to senior management regarding resource adjustments needed to correct deficiencies. Prepares regulatory, directive, instructional, and other guidance to the field as needed to ensure the proper administration of program oversight for outreach programs. The incumbent is responsible for ensuring training needs are identified, developed, and works with the leadership team in OTED. Acts as a liaison with Federal and state officials, and representatives of other organizations regarding issues related to the various outreach activities, particularly the Department of Defense, Homeland Security, Department of Labor, Veterans Service Organizations and other partnerships. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/30/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-15 position, you must have served 52 weeks at the GS-14 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience which is equivalent to the next lower grade (GS-14 level) in the normal line of progression for the position. Specialized Experience is defined as experience in the following areas: Establishing priorities and determining resource needs to meet program objectives. Develops and implements long and short-range plans for the effective administration of program oversight for outreach programs. Defines program requirements and needs based on feedback from stakeholders/partners and clients as well as consideration of socioeconomic factors, technology, surveys, and new legislation on the effectiveness of existing programs and services. Education Substitution: There is no education substitution for this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
