WHAT IS THE Facilities Management and Security Services DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Business Solutions The following are the duties of this position at the full working level. Develops annual goals and objectives, prepares safety procedures and guidelines, develops and delivers program budget, engages customer leadership and stakeholders in program support, and evaluates success of goals and objectives. Monitors delivery of Safety ERC work requests and execution of standard operating procedures, guidance documents and other related materials to ensure consistency in safety program operations throughout all Territory facilities and in conformance with Service wide occupational safety and health program directives. Represents the Facilities Territory Manager in meetings with other Federal agencies, Federal Safety and Health Council, Treasury Department Safety and Health Program representatives, Headquarters Safety and Security staff. Meets with other professional organizations and NTEU representatives to promote and prevent safety and health incidents and issues. Develops and implements an active workplace, accident, and records analysis aspects of the program. Devises and implements measures to control or eliminate recognized hazards. Analyzes cases of personal injury and occupational disease to determine cause. Identifies injury/illness and mishap trends, risk patterns and safety program deficiencies, and proposes remedial measures with associated costs for REFM and ODs. Conducts similar offsite visits as required.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: IOR BASIC REQUIREMENTS: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Qualifying experience is experience that demonstrates accomplishment of support services activities and project assignments that requires a comprehensive knowledge and skill developing and applying occupational safety and health laws, standards, regulations, practices, and procedures; Developing and evaluating program goals and objectives, annual program delivery plans and the development and administration of the program budget; Advising management on technical occupational safety and health requirements, and making recommendations to management to eliminate potential hazards; Development of analysis of accident, injury, and incident records; and design or modify workplaces, processes, products, or other systems to target areas of risk of employee injury; Preparation of safety procedures and guidelines; Administration of a reoccurring safety inspection process looking for trends and patterns to develop prevention tactics and hazard control; Training others to conduct trainings on relevant subjects, such as such as confined spaces, lockout/tagout, and hazardous materials communications plans; Delivering general safety educational campaigns to motivate others to practice prevention procedures during work. Additionally, you may have experience representing the Occupational Safety and Health Manager in meetings with senior executives and stakeholders to promote the program and to resolve safety incidents.
