The Supervisory Administrative Officer is located in the Specialty and Hospital Medicine Service Line of the Sioux Falls VA Health Care System. He/she provides direct line support to all subspecialties and units comprising the Specialty and Hospital Medicine Service Line including Internal Medicine (Hospitalists), Cardiology, Gastroenterology, Endocrinology, Infectious Disease, Pulmonary Critical Care, Sleep medicine, Hematology/Oncology, Neurology, Nephrology, Dermatology, Rheumatology.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. Strategic planning and direction, budgetary oversight, and the administrative management structure to support a comprehensive medical patient care delivery system.
Supervises resource allocations to include equipment, space, staffing, and contracts.
Participates and leads discussions and meetings to address administrative and operational problem areas, policy and procedure determinations and related matters.
Serves as an active member of the medical center top advisory committees addressing compliance, safety, resources, and other areas.
Develops service level strategic plans including short and long-term goals and objectives that are in concert with the Medical Center, VISN 23, and VA Central Office mission, value, vision and goal statements.
Managing the recruitment, orientation, and retention of clinical and nonclinical staff to meet effective staffing levels for the Specialty and Hospital Medicine Service.
Conducting/coordinating performance management for staff assigned to the Service Line that may consist of General Schedule, Title 5, Hybrid Title 38 and/or Title 38 personnel.
Develops and submits reporting requirements at all levels to assure adherence with Medical Center, VISN 23, and VA Central Office requirements.
Develops Situation, Background, Assessment and Recommendation reports submitted to Executive Leadership for additional full-time equivalent and other personnel actions.
Develops and coordinates the implementation of internal policies and programs relating to equal employment, merit promotion, position management, and employee relations and ensures support for these programs from program managers, team leaders and subordinate managers.
Oversees the preparation and implementation of the annual training and development plan that stresses VISN principles such as customer relations and maintains and upgrades knowledge and skills in other areas of service delivery.
Serves as the service line technical expert and advisor on human resources operational and administrative issues which includes reviewing and approving organizational changes, position descriptions, and performance standards.
Coordinates activities with medical center's committees and executive leadership.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a wide range of complex business, administrative, and operational functions, supporting the Chief of Medicine by assessing issues and concerns, determining appropriate course of action, advising, and coordinating policies, programs, and operations, and implementing actions to ensure administrative and operational requirements are met.
Preferred Experience: Administrative Officer experience.
