The position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Operations Officer, Library and Research Services Division. The incumbent serves as a librarian and expert resource performing a wide range of complex cataloging and metadata projects to support the Supervisory Librarian (Technical Services) and provides expertise in solving a wide range of complex systems issues regarding library resources and services.

Duties

As a Librarian (Cataloging/Metadata), GS-1410-11, your typical work assignments may include the following: Serves as a specialist and expert for library cataloging and metadata matters. Performs copy cataloging and original cataloging in standard bibliographic formats. Assigns call numbers to ensure appropriate placement of materials in the library collection. Creates local holdings information for library materials of many formats within the library management system. Ensures that cataloged materials are accessible by end users in the library's discovery interface. Processes new materials to become shelf ready, including affixing barcodes and call number labels to items. Withdraws holdings as items are de-accessioned from library collections and updates the library system accordingly. Performs bibliographic and holdings maintenance for serials and government documents in the library management system. Oversees database maintenance for the library management system. Provides guidance to other librarians on classification rules and procedures. Applies metadata to digital library collections using appropriate schema and taxonomies. Assists in technical troubleshooting for the library management system, discovery interface, and other library systems. Maintains collection layout and call number range information in the designated system. Participates in large-scale collection projects such as inventories and reclassification initiatives.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Librarian (Cataloging/Metadata), 1410. TRANSCRIPT REQUIRED. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. -AND- You may qualify at the GS-11 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector which includes: 1) cataloging in standard bibliographic formats in a library setting; 2) ensuring that cataloged materials are accessible in a library management database; and 3) participating in large-scale library collection projects such as inventories and reclassification initiatives. OR 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11 and below). Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B. A total of at least 5 years of a combination of college-level education, training, and experience.
