Duties

Job duties listed are at the full performance level. - Performs engineering analyses to include performing and/or coordinating technical planning activities; data collection to include validation and management; modeling and data analyses; analyses of site location and/or conditions; risk estimation and analyses; or analyses of instrumentation data. - Completes and/or reviews engineering designs to include: 1) planning and conducting engineering studies or evaluations such as preliminary, appraisal, feasibility, final design, and value planning/value engineering; 2) creating, performing, reviewing, checking, and/or modeling engineering designs; 3) developing/drafting design criteria, procedures, and instructions; 4) contributing to the design and/or modifications of new or existing features to mitigate static, dynamic, and hydrologic/hydraulic loadings; or 5) design, installation, and maintenance of instrumentation systems to provide engineering data for analysis and/or operational decision support. - Prepares and reviews technical documentation such as technical memorandums and reports, engineering study analyses and results, correspondence, publications, design criteria, calculations, design summaries, design standards, designer's operating criteria, operating procedures, evaluation and oversight reports. - Plans, schedules, coordinates, and conducts civil engineering facility examinations, reviews, and/or inspections. - Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. - Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects.

Qualifications

To be eligible for consideration, you must meet the Basic Education Requirement for this position: A degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern, Engineer in Training, or licensure as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. OR 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in a scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Curricula not all inclusive.) In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the Basic Education Requirement AND Specialized Experience - this must be clearly supported in the resume. To qualify at the GS-09, you must possess one year of specialized experience at the GS-07 level in federal service defined as planning, scheduling, coordinating, and conducting engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and transfer inspections; identifying future needs for the assess investment, such as extraordinary maintenance and rehabilitation, and project management planning; leading the review of operation and maintenance examinations for bridges, canals, pumping plants, pipelines, and buildings in accordance with policies, directives, and standards; working with Contract Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, and interagency agreements. -OR- 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree and one year equivalent specialized experience to at least the GS-07 level. -OR- A combination of superior academic achievement and 1 year of appropriate professional experience. Definition of Professional Engineering Experience: The professional engineering experience required for grades GS-7 and above is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise To qualify at the GS-11, you must possess one year of specialized experience at the GS-09 level in federal service having demonstrated experience defined as design experience with pipelines, tunnels, canals, control appurtenances, detention/retention ponds, site layout/grading, hydroelectric powerplants, pumping plants, water treatment plants, switchyards, office and O&M buildings, fish facilities, earthen dams, concrete dams and/or other heavy civil works involving complex reinforced concrete structures; Experience preparing cost estimates for large heavy civil projects, construction scheduling, construction management, specification coordination, and/or construction contract administration; Experience of preparation of designs, analysis, layouts, and preparation of construction documents for embankment dams, tailings dams, waste impoundments, and foundations for concrete dams, levees, or underground excavation support. -OR- Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination of Education and Experience: Have an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) Professional engineering experience is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/17/2024.
