About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Duties

Evaluate complex products, manufacturing methods and techniques to ensure control of quality using the principles, concepts and methodology related to one or more quality assurance functional programs. Attends conferences and participates at committee and board meetings to evaluate production activities and provide optimum quality particularly for assigned items. Prepares project requests, economic analysis and other required documentation needed to justify program and funding approval to facilitate attainment of program schedules. Assures that the latest drawings, specifications, Quality Assurance Provisions, shop travelers, instruction, and inspection gages are available and listed on the shop travelers and are available as such for use in manufacturing.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position may be filled as a term appointment NTE 2 Years. Term appointments may be extended beyond 6 years, up to 8 years. With DoD approval, term appointments may be extended beyond 8 years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes: (1) Implementing of quality control programs from pre-production stage to the package and shipment of finished items; (2) Proficiency with quality assurance methods and techniques for investigating, analyzing and effecting corrective action on quality problems; and (3) Performing audits/surveillance of production processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Manufacturing Process ControlOral CommunicationPlanning and EvaluatingQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
