This position is located in Yosemite National Park, in the Facilities Management Division, Design & Engineering Branch. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. The non-pay status will be for two weeks (one pay period) in December 2024. The incumbent will be in pay status for the remainder of the year.

Duties

Major Duties include: Provides or manages project scoping, data and asset management, design phases (pre-design, schematic design, design development, construction documents), value analysis, and administration for a broad range of facilities and related maintenance operations, including construction, rehabilitation, and renovation and re-purposing. Work may include, but is not limited to, the following type of structures or facilities: campsites, visitor centers, lodging, employee housing, potable water systems, wastewater systems, communication systems, roads, bridges, trails, parking, bus facilities, transportation systems, administrative structures as well as meeting budget and schedule requirements. Work includes multiple simultaneous projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects involving both single and multiple-year phasing, potentially funded from multiple funding sources and the employee will encounter work components requiring creative solutions that balance cultural and natural resource compliance issues and/or politically sensitive issues. Provides professional guidance based on understanding of major principles and industry standards. Performs contracting officer's representative duties for AE services and construction contracts. Serve as contracting officer's technical representative on construction projects. Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October. Qualifications

All qualifications must be met by the closing date of this announcement-05/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. To qualify, you must meet following BASIC EDUCATION AND SPECIALIZED EXPERIENCE requirements: BASIC EDUCATION: You must meet one of the following: You must possess a degree in professional engineering. To be acceptable, the program must: (1) lead to a Bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. YOU MUST INCLUDE TRANSCRIPTS. -OR- Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. YOU MUST INCLUDE TRANSCRIPTS. -AND- SPECIALIZED EXPERIENCE: At least one year of professional engineering experience equivalent to at least the GS-11 grade level in the Federal service which required use of professional engineering expertise to perform the following types of duties: serving as a senior staff specialist performing civil engineering work in design and construction programs for utilities, buildings, facilities, structures, roads, etc.; design, preparation and review of project plans, specifications and scopes of work; establish inspection requirements and perform site surveys/inspections; project management and providing engineering expertise and technical guidance on relevant topics. You must include hours per week worked on your resume. There is no substitution of education for experience at the GS-12 grade level of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
