About the Position: This is an Interdisciplinary position which may be filled by any of the following series: Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), and Electrical Engineer (0850).
You will serve as a Project Engineer or Architect performing Contracting Officer Representative (COR) responsibilities for the enforcement of contract requirements for all assigned contracts.
Duties
Utilize all available resources to maintain progress and ensure safe, high quality, and timely completionof construction projects.
Investigate the need for contract change orders including consultations with the designer for design changes.
Receive and check for contract compliance of technical submittals from the contractor such as shop drawings.
Coordinate with customers, contractors, designers, Quality Assurance and District personnel in order to determine appropriate changes necessary to the contracts.
Coordinate office and field engineering construction, and inspection activities through a staff of engineering and/or technical employees.
Support the Area and Resident Engineer in regards to workload and budget planning for the monitoring of S and A expenditures.
May establish performance standards and make evaluations if designated by the Resident Engineer.
Ensure review of safety precautions exercised by contractors and suggest remedial measurements as required.
Assure that all construction is accomplished in accordance with proper quality control and assurance procedures.
Review Quality Assurance report, spot-checks contractor quality control reports, and test results for compliance/accuracy.
Request proposals, estimates, and negotiates with contractors to make recommendations to the Contracting Officer and Administrative Contracting Officer (ACO).
Coordinate Architect-Engineer review of technical submittals where such contracts exist.
Discuss details of construction with contractor personnel, recommend changes to the contracts, and coordinate the authorizations with the ACO.
Advise others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Contracting Officer's Representative (COR) Type B Certification is required within 24 months of employment.
- Position requires the submission of a Financial Disclosure Statement (OGE-450) upon entry onto duty and annually thereafter.
- Position requires the occasional wear of Personal Protective Equipment (PPE).
- Position requires the incumbent to possess and maintain a valid state issued driver's license.
- Position has a temporary duty requirement of 25%

Minimum Qualifications for the GS-11:
Specialized Experience: One year of specialized experience which includes: (1) Assist with reviewing project plans and specifications applicable to assigned job prior to contract advertisement, (2) Review and recommend appropriate action to supervisor concerning contract layout drawings prior to award, (3) Assist with monitoring inspection of construction operations for compliance with plans and certifications, (4) Prepare scopes of work and cost estimates for contracts and/or modifications and/or (5) Assist with monitoring construction activities to ensure compliance with the safety standards on assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
