About the Position: This vacancy exists in Program Executive Office Combat Support &Combat Service Support (PEO CS & CSS), in the office of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), located in Fort Belvoir, VA. PEO CS & CSS leads the development,systems integration, acquisition, testing, fielding, sustainment and modernization of critical combat enabling systems across the Army's Transportation,Quartermaster, Ordnance and Engineer portfolios.

Duties

Perform as an Operations Research Analyst in a Program/Project office participating in planning/preparation of life cycle cost estimates and studies. Utilize standard methods and techniques to perform such duties as gathering, researching, and evaluating cost analysis data. Participates in cost analysis studies that require the identification and correlation of operations, and cost factors in a variety of operational situations associated with systems development, production, and deployment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Business -Cost Estimating, - Practitioner) certification within 60 months as of entrance on duty.
  • The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. This is a Operations Research Analyst, NH-1515-02, position. Full performance for this position is NH-03. Who May Apply: US Citizens In order to qualify, you must meet the Education and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Individual Occupational Requirement (IOR):The 1515 occupational series has specific education requirements that apply to all positions. In addition to the required experience listed above,applicants must also meet at least one of the two individual occupational requirements (IOR) listed below (A.- B.) to be considered qualified for this position. To meet the education requirements, you must have: A) A Degree in Operations Research. OR B) A Degree with at least 24 semester hours in a combination of operations research, mathematics,probability, statistics, mathematical logic,science, or subject-matter courses requiring substantial competence in college level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: A copy of your transcripts must be uploaded with your application package. Transcripts must show the"degree awarded/conferred" date to qualify. In addition to the basic education requirements for the disciplines identified above, applicant must also have at least one year of specialized experience at the NH-01 (GS-4 or equivalent) level in the Federal Service. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-01 (GS-4 equivalent) level in the Federal Service that includes: 1) Conducting economic analysis functions inclusive of cost modeling, development of cost estimating methodologies and their applications, and estimating the cost of major systems/programs, and 2) Developing cost estimates and mathematical modeling for studies to provide management with alternative solutions to problems. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-01 or GS-4 equivalent). This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Cost Estimating, - Practitioner certification within 60 months as of entrance on duty.
