The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

Duties

Assist the Group Chief in overseeing the formulation and execution of the NIP budget and ensure resources are allocated efficiently to maximize the effectiveness of IC programs.

Qualifications

Mandatory Requirements: Proven leadership ability to manage competing priorities, under strict deadlines, while maintaining a high-level of attention to detail. Exceptional knowledge of research methodologies to evaluate intelligence programs, analyze issues, and make recommendations to leadership. Deep experience to evaluate IC and DOD major system acquisition programs and assess validity of capability requirements, independent cost estimates, and budgetary impacts to the NIP. Exceptional understanding of the budgetary aspects associated with the IC defense and non-defense appropriated programs and the interactions with their Departments. Exceptional ability to evaluate and integrate differing viewpoints into an IC perspective in order to increase a comprehensive understanding of key issues and communicate alternative perspectives. Exceptional program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC. Exceptional representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products.
