About the Position: Works under the general supervision of the Supervisor of the Cost Engineering & Specifications Team. Responsible for supporting the supervisor as a team lead, leading office staff within the team to provide cost engineering services supporting Civil Works projects. Duties involve a broad range of specialized activities related to cost engineering functions.
Duties
Apply engineering expertise on large and complex Civil Works projects, as well as addressing unique project features that may be without precedent.
Utilize staff to provide support by creating Cost and Schedule Risk Assessments (CSRAs) that identify potential project cost and schedule risks, evaluates the probability of such risk occurring, and assigns a range of costs.
Produce project cost certifications and recertifications.
Develop costs estimates and schedules for a wide range of projects completing design and nearing construction award.
Serve as Acting Chief of the team in absence of the supervisor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- Temporary duty travel (TDY) approximately 10% of the time may be required.
- Requires the incumbent to obtain and maintain a current valid Certified Cost Consultant (CCC) certification, OR a Certified Cost Engineer (CCE) certification within one year of employment.

Basic Education Requirement for Each Series:
Lead Engineer - All Engineers - GS-0810, GS-0819, GS-0830, GS-0850, GS-0896 Series
Lead Landscape Architect - GS-0807 Series
Lead Architect - GS-0808 Series
Lead Geologist - GS-1350 Series
AND
Specialized experience for the GS-13: One year of specialized experience which includes 1) Understanding and application of cost engineering products, processes, and policies AND 2) Serving on Project Delivery Team's (PDT) providing cost technical input AND 3) Providing Independent Government Estimates (IGEs), Cost & Schedule Risk Analyses, risk input for study formulation, study budgets, and schedule milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
