About the Position: The incumbent provides professional acquisition services for supplies, equipment, construction,services, and environmental services required by Mission Installation Contract Command (MICC) -Fort Buchanan (MICC- Buchanan) and tenant activities. The incumbent serves as a senior specialistworking independently on complex contracts or providing leadership as a warranted ContractingOfficer.

Duties

Review and analyze administration documentation and procedures of complex contracts for supplies, services, equipment, research, and construction. Perform the development, justification, coordination, andcompletion of a large number and variety of procurement transactions from time of receipt, to award, administration, and closeout. Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports. Explain Federalcontracting procedures to potential suppliers, and determine the most advantageous time to solicitbids for an expanded competition. Serve as a warranted Contracting Officer with limited signatory authority, for selected contractual requirements for supplies, equipment, construction, or services on behalf of thegovernment. The incumbent uses automated contracting systems such as the Procurement Integrated Enterprise Environment (PIEE) to develop solicitations and required contract documents. The incumbent uses automated contracting systems such as the Procurement Desktop Defense (PD2) Standard Procurement System (SPS) and Paperless Contracting File (PCF), to develop solicitations and required contract documents.

Requirements

  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Contracting certification within 36 months as of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • You will be required to provide proof of U.S. Citizenship
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience in services and construction type contracts which includes experience: evaluating proposals in conjunction with price/cost analysis; monitoring contractors for contract compliance; providing guidance for acquisition planning functions; and negotiating contract modifications. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementPreparation and NegotiationSolicitation of Offers Time in Grade Requirement: Applicants who have held a General Schedule (GS-11) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
