THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (R&P/COMP), Position Description Number T5042000 and is part of the KS Joint Forces Headquarters, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP), GS-0201-09, you will provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Assists in planning and administering the merit promotion and recruitment/placement program. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Conducts exit interviews to identify potential program or management deficiencies. Uses information for analyzing trends, considering program adjustments, managerial/supervisory training needs, etc. Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan. Other duties as assigned.

Requirements

- Employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

Qualifications
BASIC QUALIFICATION REQUIREMENTS: Must possess the following seven basic qualification competency factors (knowledge, skills, abilities, and behaviors): Experiences may include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least one year experience at the next lower grade level or the equivalent knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement; and standardized analytical, and evaluative methods and techniques sufficient to perform management advisory services for specific requests related to immediate problems of limited scope. Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues. Ability to communicate effectively with applicants, supervisors and management.
Physical Demands: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional militaryeducation school is optimum.
