The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Directorate Mission Statement: The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Major Duties and Responsibilities: Provide tradecraft guidance and argumentation support to NIOs and DNIOs as they conceptualize and structure analytic assessments. Facilitate the application of the full-range of structured thinking methods and approaches to help manage uncertainty and better address complex, multidisciplinary intelligence problems. Work with NIC authors to improve the development of estimative outlines and assessments. Work with managers and analysts to strengthen argumentation and analytic rigor. Provide timely and constructive feedback to NIC officers on their product drafts. Lead tradecraft consults, facilitations, and collaborative exercises to help NIC officers expand their thinking and the range of possibilities, refine their understanding of complex issues, organize their argumentation, and develop strategies to address uncertainties/gaps, alternative futures/trajectories, and implications for US national security. Help identify, evaluate, and adopt new analytic tools-both qualitative and quantitative approaches-to improve the rigor and sourcing in analytic production. Host tradecraft brown bags and perform outreach to NIOs and Deputy NIOs to address tradecraft shortfalls and inculcate the use of Tradecraft services and structured analytic techniques. Collaborate with NIC designers to ensure that NIC products incorporate graphics, maps, and other visuals that enhance the presentation of data and analysis while adhering to the highest tradecraft standards. Cultivate and maintain productive working relationships with NIC and IC colleagues and ODNI tradecraft subcommittees and use those relationships to cross-pollinate tradecraft best practices. Perform post-production product evaluations. Assess and report on NIC tradecraft trends and propose actions for overcoming tradecraft gaps. Oversee and lead the production of a broad range of finished intelligence products in support of United States (US) foreign policy and national security interests.

Mandatory Requirements: Expert experience drafting, structuring, and reviewing all-source analytic products across a range of issues and regions. Exceptional conceptualization, logic, argumentation, and writing skills. Expert knowledge of structured analytic techniques (SATs), tools, and methods. Superior ability to apply analytic tradecraft during the drafting, review, and production of finished intelligence. Superior ability to mentor and guide IC analysts on the proper application of analytic tradecraft to support research design, drafting, and production. Superior ability to communicate feedback to generalists as well as specialists. Superior tradecraft facilitation skills, including the demonstrated ability to apply SATs to develop new insights and explore alternative trajectories and future possibilities. Superior problem-solving and critical thinking skills to effectively moderate analytic discussions, often involving IC experts and senior stakeholders with competing opinions. Superior interpersonal and collaboration skills to work seamlessly with senior analysts/authors, graphic designers, editors, production officers, and managers to complete NIC projects. Flexibility to support a fast-paced tradecraft environment to meet customer needs. Demonstrated initiative in carrying out mission responsibilities and the ability to work effectively individually and as part of a team. Expert ability to effectively plan and lead the development of high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Knowledge of IC production processes and broad knowledge of the role of intelligence analysis in supporting US policymakers, IC leaders, and military operators. Desired Requirements: Generally, twelve or more years of related work experience. Bachelor's Degree - Lowest Acceptable Education Level. Analytic experience, including experience producing finished intelligence assessments as an analyst or manager of analysts. A willingness to innovate and the ability to identify opportunities to improve on existing practices and follow through with practical, collaborative, and creative solutions. Knowledge of visualization best practices and experience conceptualizing or reviewing graphics to ensure they meet analytic tradecraft standards. Knowledge and understanding of the NIC's estimative analysis mission and familiarity with NIC publications, including the National Intelligence Estimate, NIC Memoranda, and Sense of the Community Memoranda.
