The primary purpose of this position is to serve as a professional Mechanical Engineer, performing duties as a command technical consultant and Office of Primary Responsibility (OPR) to all Air National Guard (ANG) installations and ANG Headquarters.
Duties
Utilizing a professional knowledge of mechanical engineering, the employee serves as a command technical consultant/representative to activities, installations, headquarters and professional committees concerning facilities planning, design, construction, operation and maintenance of different categories of mechanical systems/facilities.
Utilizing a professional knowledge of mechanical engineering, the employee evaluates and recommends policy, programs and development plans for construction, renovation and improvements of real properly facilities at installations or complexes at diverse locations.
Utilizing a professional knowledge of mechanical engineering, the employee engages in planning, reviewing, evaluating and/or designing substantial new construction, renovation and improvement projects for a variety of real property facilities throughout the command.
Coordinate projects with other engineers in other disciplines or with architects.
Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete; complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Series 0830.
BASIC REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skills of a professional mechanical engineer necessary to serve as a Command technical authority on all aspects of a wide range of mechanical systems, with responsibility for providing expert advice on the interpretation and implementation of technical mechanical policy directives and programs, as well as review of plans and specifications for complex projects at all ANG installations. Knowledges and skills necessary to develop, revise and maintain agency mechanical engineering guide specifications and criteria, as well as portions of agency technical handbooks for guidance of agency engineering specialists, ANG wide, and to furnish advice in the use and interpretation of assigned technical guides. Knowledges and skills necessary to provide staff advisory, consulting, and reviewing services within a centralized office for the entire ANG with responsibility for reviewing and evaluating the work of contracted A/E firms and providing instructions for needed 'changes within the command. Knowledge of related engineering fields, such as electrical, civil, etc. Ability to apply advanced knowledge of engineering principles with an emphasis on both project management and maintenance operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources and users.
2. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards.
3. Knowledge of environmental principles, practices, procedures, law, regulation and current legislative issues; knowledge of standards contracting regulations, practices, and procedures.
4. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively complete assignments; ability to plan, conduct and record surveys and inspections.
5. Ability to plan and organize work and to coordinate work of other engineering disciplines and architects; ability to analyze problems and to develop timely and economical solutions.
6. Ability to research, analyze, interpret and apply rules, regulations, and procedures; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia. and other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
