The Chief of Sterile Processing Service (SPS) is primarily responsible for staff supervision and administrative work concerned with analyzing, developing, evaluating or promoting improvements in the policies, plans, methods, procedures, systems, or techniques of Sterile Processing and decontamination and Reusable Medical Equipment (RME) operations at the Sheridan VA Health Care System (SVAHCS).

Duties

The Chief has the overall responsibility for the supervision, administrative management and direction of the SPS. Essential functions include, but are not limited to: Ensures SPS functions are in compliance with all regulatory mandates and guidance. Implements and incorporates regulations, policies and procedures to manage SPS operations. Forecasts, plans, develops and manages the SPS program. Evaluates new products and equipment, develop options, and makes recommendations. Manages SPS personnel and serves as liaison between SPS and other departments, facilities, VISN and VACO. Maintains effective interdepartmental relationships, coordinates and resolves problems, and ensures cooperation with other programs and services. Manages the overall SPS budget including determining resource needs, allocating resources, and ensuring proper utilization in productivity, efficiency and cost effectiveness of SPS operations. Formulates objectives, develops priorities and implements plans that support organizational goals. Ensures operations are in compliance with all safety, regulatory and accrediting requirements. Oversees orientation and training of staff. Evaluates new products and equipment, develop options, and make recommendations. Utilizes office automation equipment, personal computers, bar code scanners, fax and copier machines, software programs, and possesses the ability to apply skills to ever changing office/inventory technologies. Proficient in utilizing CENSITRAC, ChemDAQ, Temp Trak, and other VA automated systems. Serves as the facility subject matter expert for all Sterile Processing related matters. Initiates and lead interdisciplinary groups in order to facilitate daily SPS functions. Performs other duties as assigned. ON-GOING EDUCATION AND TRAINING/COMPETENCY VALIDATION This position requires a mandatory SPS/RME Certification by Infectious Disease Program Office and VACO (Level I & II) and additional International Association of Healthcare Central Service Material Management course completion and certification (IAHCSMM). Incumbent will be self-directed in completing orientation and on-going mandatory education. Will actively participate in annual competency assessment and validation. CONTINUED ACCREDITATION READINESS Ensures his/her actions contribute to a mode of continued accreditation readiness regarding Joint Commission (JC), Office of Inspector General (OIG), Commission on Accreditation of Rehabilitation Facilities (GARF), VA surveys, Laboratory College of American Pathologists (CAP), Long Term Care Institute (L TCI) and other survey teams. Articulates standards of care and practice, policies and procedures/SOPs, documentation is complete and timely, has situational awareness of safety and other environment of care issues, initiates corrective actions ("If not me, who? If not now, when?"), maintains safety and infection control standards, strictly protects verbal, written and electronic patient personal and health information, maintains a professional, healthcare business environment, participates in and can articulate performance improvement data and how it impacts patient care. OTHER FACTORS This position requires flexibility in schedule and assignments, as this is a 24/7 hospital. Position may require rotation of tours or indefinite work on non-administrative tours as established by the immediate supervisor. Self-motivated in the pursuit of meeting professional work standards and dimensions of practice. If the incumbent is a purchase card holder, performs the duties of a Government-wide Purchase Care Program cardholder in support of his/her service/department/service line. The cardholder is required to complete all required training courses as directed by the agency/organization program coordinator. Responsible for the proper use of the purchase card, being knowledgeable and complying with assigned spending regulations. Complies with all Federal, VA, and local purchase card program regulations. Verifies funds availability prior to making purchases and ensures receipt of goods ordered. Safeguards the purchase card at all times. Complies with all purchase card program audits. Basic Requirements: -United States Citizenship Citizen of the United States. -English Language Proficiency Medical Supply Technicians (MSTs) must be proficient in spoken and written English. -Experience and/or Education Experience Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work. OR Education One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position. OR Experience/Education Combination Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. OR Foreign Education To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. -Certification None Grade Determinations: GS-10 Supervisory Medical Supply Technician (Sterile Processing) - Chief -Experience One year of experience equivalent to the next lower grade level (GS-09). AND -Demonstrated Knowledge, Skills, and Abilities (KSAs) In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to implement and incorporate regulations, policies, and procedures to manage SPS operations. Ability to evaluate new products and equipment, develop options, and make recommendations. Ability to integrate SPS managerial duties, which includes strategic planning of facility organizational goals and integration of SPS vision and values within the organizational mission. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Skill to initiate and lead interdisciplinary groups in order to facilitate daily SPS functions. Ability to analyze and interpret fiscal data in order to forecast resource and equipment needs. Oversees orientation and training of staff. Preferred Experience: Veteran Health Administration SPS Certification and HSPA's Certified Registered Central Service Technician or CBSPD. References: VA Handbook 5005, Part II, Appendix G-47 Physical Requirements: This work requires regular and recurring strenuous physical exertion, such as lifting medical supply items weighing more than 50 pounds, pushing and pulling heavy medical supply carts weighing several hundred pounds and working them over rises such as door sills or positioning them on elevators through doorways and up and down ramps. Incumbent will be required to stand and/or walk for prolonged periods of time with regular and recurring bending, stretching and stooping. The area can be quite noisy due to the clatter of metal upon metal when working with instruments and trays, the rumbling of carts and the operation of sterilizing equipment, ultrasonic cleaner, washer-disinfector, steam guns and exhaust fans. The incumbent must carefully monitor the work areas to minimize potential exposure to chemicals and ensure compliance with OSHA, VA and local policies and regulations. Employee is encouraged and in some areas required to wear hearing protection devices. WORK ENVIRONMENT On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. In both, the employee is required to wear special protective clothing which is often uncomfortably warm and restrictive. If processing contaminated RME, the employee must wear hair cover, decontamination gloves, impervious gown/jumpsuit, shoe cover, and face-shield. The employee uses insulated gloves to remove trays from sterilizers. The employee is subject to burns from accidentally touching hot items and surfaces. The employee is required to handle items that are contaminated with blood and bodily fluids. Very strong and unpleasant odors are frequently encountered in the processing of particular items. The area can be quite noisy due to the clatter of metal upon metal when working with instruments and trays, the rumbling of carts and the operation of sterilizing equipment, ultrasonic and disinfectant washers, steam guns and exhaust fans.
