You will serve as a PHYSICAL SECURITY SPECIALIST in the COMMANDER, NAVY INSTALLATIONS COMMAND of NAVSTA EVERETT SEC DET.

Duties

You will analyze and evaluate security operations to identify risks or opportunities for improvement. You will identify program discrepancies through the evaluation of internal and external impacts to the Command's Information, Industrial, or Personnel Security Programs. You will conduct annual Physical Security surveys and assessments to determine needed improvements. You will develop policy and technical guidance regarding security issues related to Anti-Terrorism/Force Protection; law enforcement; or Information, Personnel, or Industrial Security. You will coordinate training to provide realistic Anti-Terrorism training by writing and assisting with the exercises and drills. You will administer programs for the continuous security evaluation of personnel, facilities, and operations. You will track vulnerabilities to ensure mitigation or acceptance of risk within prescribed timelines.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing antiterrorism (AT) designs, specifications, and vulnerability analysis (i.e. Core Vulnerability Assessment Management Program, Enterprise Protection Risk Management, etc.) to determine vulnerabilities and/or areas for improvement; 2) Applying laws and Executive Orders to administer an effective security program; 3) Coordinating training to ensure an effective response to all hazards and threats (i.e. fire, medical, emergency management, terrorism, etc.); and 4) Representing the command at meetings and working groups to develop a unified action plan in response to terrorism. Incumbent must be able to work under occasional periods of extreme pressure resulting from program office demands not entirely within the control of the installation. Antiterrorism operations are also required to be conducted outdoors during hours of darkness, during mild and extreme weather conditions and exposure to hostile persons. The position can be extremely stressful due to constant mental demands and deadlines. Incumbent should demonstrate administrative and research capabilities. Incumbent must be able to utilize regular office equipment and be able to travel via motor vehicles, train, and aircraft to various worldwide locations to accomplish his/her assignments. While performing surveys, inspections, and other related duties, incumbent is required to work outdoors, climb ladders, and stoop. No special physical effort or ability is required to perform the work. WORK ENVIRONMENT: The majority of the work will be in a climate controlled office setting. Occasionally requires work in outside areas in order to inspect facilities and security posts, employ specialized antiterrorism equipment and site visits at construction sites. Incumbent is required to work a 40-hour work week with occasional schedule changes to partake in meetings with CNIC, Region, USFF, or other OCONUS and stateside activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
