About the Position: This position is located at US ARMY TEST & EVALUATION COMMAND Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville North Carolina, a culturally diverse city. Liberty is centrally located in the beautiful state of North Carolina, which enjoys seasonable weather year round and is surrounded by several colleges. Fort Liberty is approximately two hours from many beaches on the East coast and five hours from the Appalachian Mountains.

Duties

Responsible for all post-production processes associated with data acquired by the Airborne and Special Operations Test Directorate (ABNSOTD), including videography, i.e., assembling, adjusting and enhancing the audio and visual elements to produce a finished product. In test data production this is done electronically by arranging video segments in the desired sequence and overlaying soundtracks and visual effects. Use a variety of computerized equipment such as video switchers, non-linear video editors, character generators and digital optics generators to assemble video material and create a variety of special effects. Edits, archives, formats, and documents test images. Plans, produces and presents multi-media and multi-image programmed presentations wherein slides, videos, and special sound effects, are integrated into a consistently repeatable product. Responsible for capturing images to be used by the Airborne and Special Operations Test Directorate (ABNSOTD), including videography, i.e., assembling, adjusting and enhancing the audio and visual elements to produce a finished product. Performs photography at internal award ceremonies, equipment displays, aircraft in flight, story sequence, test sites and activities, equipment damage, and historical photographs. Operates video equipment to produce documentary video for briefings and test video documentaries. Installs and operates instrumentation type cameras for airborne and special applications. Recommends locations for cameras, and advises on requirements for unique mounts (to include aircraft and other data collection systems.

Requirements

  • Must possess and maintain a valid military driver's license to operate motor vehicles and related equipment.
  • Pass a periodic Class III flying duty medical evaluation (FDME).
  • Pass and maintain the requirements for the USAF Physiological Training Program.
  • TDY up to 10% may be required.
  • Must be able to obtain and maintain a secret security clearance.
  • A one year probationary period may be required.

OR I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS 11 ELIGIBLE: One year of specialized experience which includes: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Experience in producing multi-media and audiovisual products, digital video, digital still, and computer graphics; 2) Experience capturing still photos and video of objects in motion (e.g. aircraft) using digital and state of the art camera systems as well as produce a final product using non-linear video editing software such as the AVID system or other non-linear editing systems such as Adobe, Black Magic, and Grass Valley; 3) Experience providing aerial, ground to ground, air to ground, ground-to air and air- to air image documentation. OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: photography, radio or television production, motionpicture production. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
