This position is located at the Bath VA Medical Center in Bath, New York. The Environmental Protection Specialist is responsible for Green Environmental Management System (GEMS) program planning and implementation to assure compliance with environmental laws and regulation.
Duties

The Environmental Protection Specialist ensures compliance with federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances (e.g., petroleum products, chemicals, and wastes), among other areas and works to alleviate the adverse impacts of human activities on the environment.
The major duties include but are not limited to:
Administers the GEMS program and is responsible for management of GEMS activities and internal reporting activities;
Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements;
Interacts with federal, state, and local environmental agencies with respect to facility environmental issues;
Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities;
Participates in the development of novel or innovative environmental training and promotion activities;
Participates in the facility GEMS committee;
Completes permits and leads facility self-assessments, inspections, and other environmental investigations; and,
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an Environmental Protection Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience planning, implementing, and evaluating environmental protection programs; administering a green environmental management program; leading environmental facility inspections to ensure compliance with applicable laws and regulations; advising management on environmental program status; preparing reports; and training others on specific environmental topics. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university.Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Environmental Protection Specialist position. Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Environmental Protection Specialist position and must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work of the position includes frequent audits of waste storage areas and involves a good deal of walking, standing, bending, and climbing.
There is regular exposure to all of the hazards and discomforts to which the workers are subjected. This may include toxic chemicals, physical stresses, and safety hazards. The person in the position must use a variety of protective equipment and clothing.
