About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Communications Electronics Command.

Duties

Serves as organizational security manager with multiple assigned responsibilities for Information Security (INFOSEC), Personnel Security (PERSEC), Physical Security (PHYSEC), and Operations Security(OPSEC). Independently plans, develops, and implements security policies and procedures to ensure that classified material is received, transmitted, handled, stored, and accounted for Maintains the organizational PHYSEC Program by developing policies and procedures for safeguarding property, equipment, information, and personnel. Serves as the organization OPSEC Officer with overall responsibility for policy development and program implementation. Ensures persons who require access to classified information are properly cleared and possess a need to know. Serves as the Foreign Disclosure Officer (FDO) with overall responsibility for policy development and program implementation. Administers and implements the Industrial Security program for the Command.

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 of AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel (TDY) may be required 10% or less of the duty schedule.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.

Experience must include at least two (2) of the following: Information Security (INFOSEC), Physical Security (PHYSEC), Operations Security (OPSEC), Personnel Security (PERSEC), Foreign Disclosure (FD), and/or Industrial Security (INDUSEC). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPhysical SecurityProgram SecurityTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
