Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Strategic Planning and Analysis Directorate, located in Washington, District of Columbia.

Duties

This position is leader of a team of homeland security professionals responsible for facilitating evaluation efforts utilizing the social sciences to support senior leadership assessments of human impact related to program and policy implementation. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14 Step 10). In this Supervisory Social Scientist position, you will be responsible for directing, implementing, coordinating, and overseeing USBP mission-oriented evaluation programs and projects. Typical work assignments include: Leading a team of Border Patrol Agents, professional staff, and contractors by assigning work, assessing performance, providing feedback on personnel development, and writing performance evaluation reports Continually assessing coverage, capacity, quality, methods, consistency, effectiveness, and balance of the portfolio of evaluations and ongoing evaluation activities of the Border Patrol; and writing collaboratively with the Division Director and other leaders to ensure these activities are integrated into other relevant work undertaken by the United States Border Patrol Leading and overseeing staff in planning and conducting comprehensive evaluations of Border Patrol programs and activities in accordance with the Foundations for Evidence-Based Policymaking Act of 2018 and ensuring written documents, including reports of evaluation, memoranda to management and other documents, are written in compliance with standards; and overseeing and participating in the execution of the evaluation communication plan, including briefings and other relevant communications of evaluation purpose, findings, and recommendations Providing guidance and direction to the evaluations team regarding appropriate approaches, methodologies, and techniques for evaluation work, project execution, development of objectives, planning schedules, and identification and acquisition of required budget and staffing Overseeing the staff's ability to coordinate with field and stakeholder components, define data collection requirements, collect and analyze data and records, and synthesize information to develop findings, conclusions, and recommendations

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing the designing of scientific methodologies to assess and evaluate the impact of various programs and policies Planning and implementing high quality qualitative, quantitative, and mixed method evaluation designs Performing highly scientific short and long-term evaluation studies and projects of a special and sensitive nature that evaluate program impact Providing technical guidance, advisory support, and assistance on projects and major phases for broad and varied operations Applying social scientific principles and theories in the design of evaluation method when assessing the need for and validity of proposed changes and improvements in procedures and methods You qualify for this position if you possess one year of specialized experience or substitution of education, if applicable, as described above and meet the basic requirement listed below. Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/01/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
