The Inspector General (IG) of the Railroad Retirement Board (RRB) leads an independent and objective organization responsible for audit, investigation, and other services related to programs and operations of the RRB. The IG provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs.

Duties

This position is located in the Railroad Retirement Board (RRB), Office of the Inspector General (OIG), Chicago, Illinois. The primary purpose of this position is to serve as an Auditor who functions as an audit team member on assignments at the headquarters level of the RRB OIG. Duties performed: Assists in planning audit procedures of complex audit programs and operations. Actively participates in audit entrance and exit conferences. Analyzes and revises audit programs in accordance with the Generally Accepted Government Auditing Standards (GAGAS) governed by the U.S. Government Accountability Office. Reviews and improves audit programs focusing on eliminating waste, abuse, and detecting fraud. Performs a variety of audits to include financial, IT, Medicare, and Performance. Prepares audit workpapers to summarize activities contained in the written audit program. Develops all five elements of findings and develop conclusions to each audit objective.

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below. Basic Requirement: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: Applicants must submit supporting transcripts. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: Applicants must submit supporting transcripts. AND Specialized Experience: GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Developing or modifying methods and techniques to resolve a variety of auditing problems; and Applying auditing policies, practices, and procedures to ensure compliance with governing regulations; and Planning, performing, and reporting all phases of the auditing life cycle; and Assisting in the preparation of audit reports.
