The primary purpose of this position, SECURITY SPECIALIST, GS-0080-11T12, is to provide leaders advice on the effective and economical management of the various Security related programs which may include operations security, communications security, Personnel Security, InfoSec, Industrial Security, Anti-terrorism, Resource Protection, and other security related programs.
Duties
Implement and administer the Personnel Security Program for the organization.
Implement and administer the information Security Program for the organization.
Serve as the Complex authority and expert on all matters involving operations security (OPSEC), anti-terrorism (AT) and force protection requirements, policy, procedures, and program status.
Administer the Industrial Security Program. Review solicitation and contract documents to ensure they include the appropriate security clauses and language.
Develop, implement, and manage security education and motivation programs.
Accomplish detailed studies of functional areas, process, and facilities to form a basis for input to various integrated long-range plans for the organization.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: knowledge of a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in: expert knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
Knowledge in the specialized field of resource protection. Anti-terrorism/Force Protection (AT/FP), and operations security (OPSEC).
Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
Skill in developing, analyzing, and evaluating security programs to accomplish broad studies, meet mission requirements and improve security functions.
Ability to independently gather analyze, and present data and supporting analysis in an organized manner to aid in the resolution of difficult and complex security problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing occurs during inspections of numerous organizations' security programs. The inspections are not conducted under arduous conditions. Additional functional requirement includes mental and emotional stability.
WORK ENVIRONMENT: The work is performed in an office setting. Most inspections are also conducted in office settings. However, some duties may require access to areas of the Complex requiring necessary precautions regarding fumes, noise, eye hazards, etc.
