About the Position: Incumbent works under the general supervision of the Branch Chief. Supervisory controls consist of broadly outlined work objectives, supplemented by discussions with superiors concerning policy, project purpose, and matters of a precedent-setting nature. Has exceptionally wide latitude for initiating independent actions and decisions in accomplishing assignments from inception to completion.
Duties
Serves as a supervisory hydraulic engineer responsible for hydrologic, hydraulic, river, coastal, and environmental engineering features of assigned projects.
Coordinates teams of interdisciplinary engineers and technicians engaged primarily with the preparation of engineering studies.
Resolves problems, provides staff recommendations, and participates in the resolution of technical issues.
Plans and administers hydraulic and hydrologic engineering assignments and works with Branch and Section Chiefs to ensure modeling, analysis, and design input are detailed and accurate for projects.
Utilizes models and historical data in establishing the with and without project conditions related to hydrologic, hydraulic, river, and
coastal projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is considered Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of operations and systems.
- Emergency Essential position is not subject to dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate. Employee is required to report for, or remain at, work in emergency situations.
- One-year probationary period may be required.
- A one-year supervisory probation period is required unless previously completed.
- This position requires pre-employment financial disclosure during the first month of employment and annually thereafter in accordance with DoD Directive 5500-7-R.
- A current, active, full, and unrestricted license as a Registered Professional Engineer (PE) will be required at entry and must be maintained for continued employment.
- Temporary travel (TDY) of up to 10% of the time may be required.

In order to qualify, you must meet the education and experience requirements described below. Basic Education Requirement:
Engineer - GS-0810 Series
AND
Specialized Experience: One year of specialized experience which includes 1) Experience in hydraulic, hydrologic, river and sedimentation engineering studies and designs AND, 2) Experience working with local interest groups, state, and other Federal agencies AND, 3) Experience devising project plans and changes to plans AND, 4) Experience giving advice and guidance on matters relating to water resource projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
AND
SELECTIVE PLACEMENT FACTOR: This position requires the applicant to possess and maintain a current, active, valid, and unrestricted Professional Engineer license in the US, the District of Columbia, or a territory of the United States. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
