This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Senior Construction Control Representative for job site construction control of contract work located on Vandenberg Space Force Base, CA.

Duties
Works under general supervision of Resident Engineer.
Is delegated considerable latitude for independent decisions regarding the adherence of contractor's work to the plans and specifications.
Controversial matters are discussed with supervisor and others concerned for exchange of views and decisions.
Implements Resident Engineer's policies for all phases of contract management.
Work is evaluated on soundness of judgment in applying engineering and construction principles, maintaining progress schedules and Corps of Engineers standard of construction quality as determined by overall results achieved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent must have the potential to be appointed as Contracting Officer’s Representative (COR) and obtain certification as a Contracting Officer's Representative (COR).
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Work involves using numerous special safety precautions, including wearing personnel protective clothing (non-breathing HazMat suits), respirators, and using man-lifts.
- Work involves stooping, bending, climbing, roofs, crawling under buildings and in conduit, confined spaces, high voltage areas, and other contaminated areas.
- Exposure to hazardous wastes, asbestos, dust, tunnel work, and gases occur frequently.
- Exposure to extreme heat and/or cold temperatures during summer and winter months is possible.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) reading and interpreting vertical building construction plans and specifications, submittals, and shop drawings and 2) general construction contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
