This position is part of DANTES, a Defense Support Service Center (DSSC) Directorate under DHRAthe Defense Human Resources Activity. The incumbent requires a strong background in developing and managing education programs provided via contract, and a thorough knowledge of academia, higher education, and Voluntary Education (VolEd) programs related to promoting quality educational opportunities for military student success.
Duties
As a SUPERVISORY EDUCATION PROGRAM SPECIALIST at the GS-1720-14 some of your typical work assignments may include:
Planning and managing all operations that support delivery of VolEd programs, overseeing execution, and ensuring quality and value of programs.
Evaluating effectiveness of programs, including return on investment and developing and recommending best practices for implementation of programs and services.
Recommending education and administrative policies and procedures for use by participating educational institutions and military VolEd programs.
Establishing priorities and providing program direction and oversight for major VolEd programs under the Credit for Prior Learning line of effort.
Providing advice and assistance to the Division Chief and DANTES leadership regarding issues related to VolEd Programs.
Performing a full range of supervisory responsibilities.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 13 grade level in the Federal service:
1. Developing and managing major VolEd programs or other programs of similar scope and impact such as the DoD VolEd Partnership Memorandum of Understanding (MOU) program along with other VolEd programs promoting quality educational opportunities
2. Evaluating programs and services measuring effectiveness, return on investment, benefit, and need
3. Performing Contracting Officer's Representative (COR) duties for contracts that provide a variety of academic related services and products supporting DoD VolEd
4. Reviewing and interpreting contract terms, conditions, and technical specifications..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1720 series.
Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
